1 Scope
This standard specifies the requirements for process exhaust in petroleum refining and petrochemicals manufacturing process, leakage of equipment and pipeline assembly, storage and transport of volatile organic liquid, and emission control for air pollutants of waste water collection, treatment and storage facilities, and also specifies toxic substance concentration in plant ambient air, sulfur content in enterprise fuel, abnormal emission such as torch emptying, exhaust funnel height, etc.
This standard is applicable to the emission control for air pollutants of petroleum refining and petrochemicals manufacturing facilities, and to the environmental impact assessment, design and completion acceptance of newly-built, renovated and extended petroleum refining and petrochemicals manufacturing facilities.
The boilers (including utility boilers) and waste incinerators in petroleum refining and petrochemical enterprises shall comply with corresponding Beijing or national air pollutants emission standards, but if boilers and waste incinerators are used as organic exhaust gas incineration treatment facilities, the emission of volatile organic compounds (VOCs) shall comply with this standard.

1 Scope
This standard specifies the requirements for process exhaust in petroleum refining and petrochemicals manufacturing process, leakage of equipment and pipeline assembly, storage and transport of volatile organic liquid, and emission control for air pollutants of waste water collection, treatment and storage facilities, and also specifies toxic substance concentration in plant ambient air, sulfur content in enterprise fuel, abnormal emission such as torch emptying, exhaust funnel height, etc.
