This standard was issued in 2007 as first edition, its first revision was issued in 2014, and this is the second revision.
The following main changes have been made with respect to DB31/387-2014:
——the classification of boilers in emission limits is adjusted;
——the requirements for pollutant emission control are improved.
This standard serves as the basic requirements for the emission control of air pollutants for boiler. In case the requirements of environmental impact assessment documents or pollutant emission permits are stricter than this standard, the approved environmental impact assessment documents or issued pollutant emission permits shall prevail.

Emission standard of air pollutants for boilers
1 Application scope
This standard specifies the emission control requirements, monitoring, and implementation and supervision of standard of air pollutants for boilers.
This standard is applicable to the management of emission of air pollutants for boilers, as well as the environmental impact assessment, the design of environmental protection facilities, the environmental protection completion acceptance, the issuance of pollutant emission permits and the management of the emission of air pollutants after putting into operation of the constructed, renovated and expanded projects.
This standard is applicable to steam boilers, hot water boilers and organic heat carrier boilers with output of single set less than 65t/h. The boilers using alcohol ether fuels (such as methanol, ethanol, dimethyl ether, etc.) shall be implemented by reference to the gaseous fuel boilers in this standard.
This standard is not applicable to boilers fueled by household wastes, hazardous wastes and other non-hazardous wastes.
This standard is applicable to the legal pollutant emission behaviors. The site selection of the newly-set pollution source and the management of the current pollution source in special protected areas shall be conducted in accordance with the relevant provisions specified in such laws, regulations and rules as Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution, Law of the People's Republic of China on Evaluation of Environmental Effects, Regulations of Shanghai Municipality on Environmental Protection, and Regulations of Shanghai Municipality on Prevention and Control of Air Pollution.

3 Terms and definitions
For the purpose of this standard, the following terms and definitions apply.

4 Requirements for emission control of air pollutants
4.1 Emission limits of air pollutants
4.1.1 From the date of implementation of this standard to September 30, 2020, the emission limits specified in Table 1 shall be implemented for in-use boilers. From October 1, 2020, the emission limits specified in Table 2 shall be implemented for in-use boilers (except biomass fuel boilers). From October 1, 2020, the emission limits specified in Table 1 shall be implemented for in-use biomass fuel boilers.
4.1.2 From the date of implementation of this standard, the emission limits specified in Table 3 shall be implemented for new boilers (except biomass fuel boilers). From the date of implementation of this standard, the emission limits specified in Table 1 shall be implemented for new biomass fuel boilers.

4.2 Other requirements
4.2.1 The height of boiler stack shall be determined in accordance with the approved environmental impact assessment documents or pollution emission permits, and shall not be less than 8 m for meeting the requirements of GB 13271. In case the height of boiler stack does not reach the requirements of this sub-clause, the maximum allowable emission concentration of particulate matter, sulfur dioxide, nitrogen oxide and carbon monoxide shall be 50% of the emission limit. If the state and this municipality have other regulations on the height of the vent stack, such regulations shall prevail.
