This standard was proposed by the Department of Ecology and Environment of Shandong Province. This standard is under the jurisdiction of the Technical Committee for Standardization of Environmental Protection of Shandong Province. This standard was firstly issued in 2013 and is revised for the first time. Emission standard of air pollutants for industrial furnace and kiln 1 Scope This standard specifies the emission limits, monitoring and control requirements for characteristic air pollutants from industrial furnaces and kilns in Shandong Province, and the implementation and supervision of the standard. This standard is applicable to the emission control of characteristic air pollutants from existing industrial furnaces and kilns in Shandong Province, and to the environmental impact assessment, environmental protection facility design and acceptance and pollutant discharge permit for the construction projects of industrial furnaces and kilns, as well as the emission control of air pollutants after such industrial furnaces and kilns are put into operation. This standard is not applicable to furnaces and kilns in iron and steel industry, building materials industry, hazardous waste incineration and other industries in Shandong Province, and their emissions of air pollutants shall comply with the national or corresponding professional standards for emission of air pollutants in Shandong Province. 2 Normative references The following referenced documents are indispensable for the application of this standard. all the emission concentrations specified in this standard are values in dry flue gas under standard condition 3.6 benchmark exhaust volume per unit product upper limit of exhaust volume per unit product specified for verifying the emission concentration of air pollutants 3.7 oxygen content excess free oxygen contained in flue gas during fuel combustion, which is usually expressed as dry basis volume percentage 4 Technical contents 4.1 Pollutants emission control requirements 4.1.1 The emission concentration limits in Table 1 shall be implemented for new and existing industrial furnaces and kilns from the date of implementation of this standard. 4.1.2 The pollutants to be monitored specifically for different industrial furnaces and kilns shall be determined according to the pollutant emission permit and national industry standards. The emission concentration limits of pollutants not included in this standard shall comply with the relevant national and Shandong provincial standards. The formulation of enterprises' self-monitoring schemes, monitoring quality assurance and quality control shall comply with the requirements of HJ/T 373, HJ 819 and HJ 836. 5.1.2 The requirements for installing automatic monitoring equipment for pollutant emissions in industrial furnaces and kilns shall be in accordance with HJ 75 and HJ 76, as well as relevant laws and regulations. 5.1.3 The emission pipes shall be provided with sampling holes and permanent monitoring platforms, whose arrangement shall be carried out according to relevant requirements of GB/T 16157, HJ/T 397, HJ 75, HJ 76 and HJ 836, and standardized permanent signs for emission outlets shall be set up. 5.1.4 Sampling frequency and method of pollution sources during supervisory monitoring shall meet the requirements of GB/T 16157, HJ/T 397, HJ 836 and other relevant standards. 5.1.5 The method standards listed in Table 2 shall be adopted for the determination of the emission concentration of air pollutants. After the promulgation and implementation of this standard, any newly issued national standards in regard to environmental monitoring and analysis methods, if their application scopes are the same, are also applicable to the determination of pollutants corresponding to this standard.

The formulation of enterprises' self-monitoring schemes, monitoring quality assurance and quality control shall comply with the requirements of HJ/T 373, HJ 819 and HJ 836. 5.1.2 The requirements for installing automatic monitoring equipment for pollutant emissions in industrial furnaces and kilns shall be in accordance with HJ 75 and HJ 76, as well as relevant laws and regulations. 5.1.3 The emission pipes shall be provided with sampling holes and permanent monitoring platforms, whose arrangement shall be carried out according to relevant requirements of GB/T 16157, HJ/T 397, HJ 75, HJ 76 and HJ 836, and standardized permanent signs for emission outlets shall be set up. 5.1.4 Sampling frequency and method of pollution sources during supervisory monitoring shall meet the requirements of GB/T 16157, HJ/T 397, HJ 836 and other relevant standards. 5.1.5 The method standards listed in Table 2 shall be adopted for the determination of the emission concentration of air pollutants. After the promulgation and implementation of this standard, any newly issued national standards in regard to environmental monitoring and analysis methods, if their application scopes are the same, are also applicable to the determination of pollutants corresponding to this standard.
