Integrated emission standard of volatile organic compounds for stationary pollution source
1 Scope
This document specifies the control requirements, monitoring requirements, and implementation and supervision requirements for organized and fugitive emission of volatile organic compounds (VOCs) for stationary pollution sources, and pollution in the factory area and at the boundary of enterprises.
This document is applicable to the emission management of total volatile organic compounds (TVOCs) for stationary pollution sources, as well as environmental impact assessment, environmental protection facility design, environmental protection acceptance upon completion, and issuance of pollutant emission permit for newly-built, reconstructed and expanded projects and the emission management of VOCs after the projects are put into service.
Note: This document shall be implemented in the event of any pollution source that is not controlled by professional air pollutants emission standard or VOCs emission standard in the existing air pollutant emission standard system of China and Fujian Province. The fugitive emission control requirements herein shall be implemented in the absence of requirements for fugitive emission in the Chinese national or Fujian provincial pollutant emission standards.

For the purposes of this document, the following terms and definitions apply.

stationary pollution sources
facilities or buildings (structures) that discharge air pollutants, and pollution sources emitting pollutants into the atmosphere through exhaust stacks or building structures (e.g. workshops, etc.)

volatile organic compounds
VOCs
organic compounds that participate in atmospheric photochemical reactions, or as defined in accordance with relevant provisions
Note: In characterizing the overall emissions of VOCs, pollutant control items may include the total volatile organic compounds (expressed as TVOC) and non-methane hydrocarbons (expressed as NMHC) based on industry characteristics and environmental management requirements.

total volatile organic compounds
TVOC
total amount of VOCs obtained by adding up the individual VOCs in the exhaust gas measured with specific monitoring method, expressed as the mass concentrations of the individual VOCs
Note: In actual work, it is obtained by measuring and adding up the individual VOCs which account for more than 90% of the total according to the expected analysis results.

irregular emission whereby the air pollutants do not pass through the exhaust stack, including the escape in open workplaces, as well as emissions through gaps, vents, open doors and windows and similar openings (holes)

closed area or enclosed building formed by a complete envelop enclosure that blocks pollutants, workplaces, etc. from the surrounding space
Note: Except for exhaust stacks and vents arranged according to law, the doors and windows and other openings (holes) of the closed area or the enclosed building shall be kept closed at all times unless upon entering/leaving of personnel, vehicles, equipment, materials.

1 Scope
