1 General provisions
1.0.1 In order to prevent, control and eliminate occupational hazard factors existing in the production process of fossil-fired power plant, prevent occupational diseases and protect the health of workers, this standard is developed in accordance with the principles of the Law of the People's Republic of China on the Prevention and Control of Occupational Diseases.
1.0.2 This standard is applicable to the design of occupational health protection facilities for newly constructed, expanded, technically transformed and introduced thermal power generation projects using solid fossil fuel.
2 Basic requirement
2.0.1 The design of occupational health facilities and measures for fossil-fired power plant shall fully implement the occupational disease prevention and control policy of “putting prevention first and integrating prevention with control”, strictly enforce the provisions that “labor safety and health facilities for newly constructed, renovated and expanded projects must be designed, constructed, and put into production and use together with the main project”, and create workplaces for workers that meet the requirements of national occupational health standards while ensuring the safe and economic operation of the fossil-fired power plant.
2.0.2 The design of occupational health protection facilities for fossil-fired power plant shall actively and cautiously promote “man-machine ergonomics” and advanced technologies at home and abroad on the basis of the implementation of relevant process design, and actively and effectively adopt mature new technologies, new processes and new materials.
2.0.3 For expanded and technically transformed thermal power construction projects, the design of occupational health facilities and measures shall be comprehensively considered and uniformly coordinated in combination with the general layout of the original power plant, buildings (structures), production process system and equipment layout, operation management, and other features. The special article of occupational health design shall evaluate and discuss the status of occupational health facilities in the production process system of the original power plant involved in expansion and renovation.
2.0.4 The design of occupational health protection facilities shall be included in the design stages of feasibility study, preliminary design, construction drawings and as-built drawings of the thermal power construction project. The special article for occupational health design (design of occupational health protection facilities) in the preliminary design stage (after closing) shall be prepared independently.
2.0.5 In addition to this standard, the design of occupational health protection facilities and measures for the fossil-fired power plant shall comply with the current national laws and regulations, procedures, occupational health standards and professional standards for occupational disease prevention and control.
