1.0.1 This standard is formulated with a view to meeting the requirements of electric power engineering construction, making meteorological survey and design of electric power engineering meet the relevant national laws and regulations, achieving safety and reliability, advanced technology, economy and rationality, excellent quality and harmonious environment as well as ensuring the normal and safe operation of electric power engineering.
1.0.2 This standard is applicable to meteorological survey and design for construction, extension and renovation of electric power engineering such as thermal power plant, conventional island of nuclear power plants, geothermal power station, wind farm, solar power station, transformer substation, converter station, electric power communication and overhead transmission line. This standard is not applicable to the survey and design of the reference meteorological parameter in nuclear power plant.
1.0.3 Meteorological survey and design of electric power engineering shall be carried out stage by stage. Power generation engineering should be divided into prefeasibility study, feasibility study, preliminary design and construction drawing design; engineering of transformer substation, converter station, electric power communication and overhead transmission line should be divided into feasibility study, preliminary design and construction drawing design. Depth of each stage of meteorological survey and design shall meet the requirements of Appendix A.
1.0.4 The basic data adopted in analysis calculation of meteorological conditions shall be analyzed in terms of the reliability, consistency and representativeness.
1.0.5 Various methods shall be adopted to calculate and determine the design wind velocity and ice thickness and the calculated results obtained by methods shall be subjected to comprehensive analysis to select the appropriate one.
1.0.6 Type P-III or extreme Type I probability distribution model shall be adopted for frequency analysis calculation of design meteorological elements, and other distribution models may also be adopted upon analysis and demonstration under special circumstances.
1.0.7 If the engineering site is relatively far from the local meteorological station, topographies of two places are greatly different, and the data of meteorological station is not so representative of engineering site, short-term special meteorological station shall be set up according to design requirements to observe relevant meteorological elements.
1.0.8 In the selection of reference meteorological station of electric power engineering, the influence of climate consistency between observation field of the selected meteorological station and the engineering site as well as topography and altitude differences on meteorological element shall be surveyed and analyzed, and the applicability for the observation data of the selected meteorological station shall be analyzed. Observation data shall be representative of engineering site and convenient for transfer and application.
1.0.9 If electric power engineering suffers from meteorological damages such as the abnormal gale and icing, the site condition shall be found out timely and further analysis and demonstration shall be made for the design meteorological conditions which may be revised where necessary, and engineering measures that shall be taken shall be provided.
1.0.10 New theory and new method shall be adopted actively and reliably for meteorological survey and design of the engineering.
1.0.11 Meteorological survey and design of electric power engineering shall not only meet the requirements of this standard but also the current relevant national and professional standards.
