1 Scope
This standard specifies the basic work content, compilation depth and procedure of feasibility study report (hereinafter referred to as feasibility report) of fossil fuel power plant (hereinafter referred to as power plant).
This standard is applicable to newly-built, expanded or rebuilt engineering projects of power plant.

3 General Provisions
3.0.1 According to the national current laws & regulations, policies and capital construction procedure requirements and in combination with the characteristics of power plant project construction, this standard is specially prepared with a view to carry out national laws & regulations and industrial policies, capital construction procedure and guidelines in power plant construction and standardize the content and depth of preliminary work of power plant.
3.0.2 Feasibility study is an important stage in capital construction procedure, as it will provide scientific basis for project decision. Feasibility study shall be conducted for newly-built, expanded or rebuilt project of power plant and feasibility report shall be prepared. Feasibility report is the basis for preparing project application report and the reference for making investment decision by project organization. This standard is the important basis for the content and depth of prepared feasibility report of power plant.
3.0.3 Power plant project construction shall comply with the national policy of building resource-saving and environment-friendly society and actively adopt reliable and advanced technology as well as actively recommend and adopt high-efficient, energy-saving, land-saving, water-saving, material-saving, consumption-reducing and environmental-friendly scheme in feasibility study stage.
3.0.4 The preparation of feasibility report shall be in accordance with the power system development planning in recent period and based on authorized prefeasibility study report. The project organization shall entrust the organization with corresponding qualification to prepare feasibility report.
3.0.5 For the project that is not approved after the completion of feasibility report preparation for 3 years, it shall be subject to overall reexamination and adjustment, and supplementary feasibility report shall be prepared.
3.0.6 In preparing feasibility report, the design organization must master the original information and basic data of the design comprehensively, accurately and fully. The project organization shall acquire relevant competent department's commitment documents as required and sign relevant agreements with relevant departments. The content of signed agreements or documents must be accurate and complete. The design organization shall cooperate with the project organization to do work.
3.0.7 If multiple design organizations take part in the preparation of feasibility report, one principal design organization shall be designated. The principal design organization shall be responsible for the correctness of original information provided for other participating organizations, the cooperation, coordination and jurisdiction of relevant works, as well as the induction of the adaptability of main contents and conclusive opinions of outsourced single-item feasibility report or experimental study report and the like after confirmation into feasibility report.
