1 Scope
This standard specifies the content and technical requirements of chemical supervision in the basic construction stage of power generation and thermal equipment.
This standard is applicable to units with rated pressure of 12.7 MPa and above for thermal equipment in thermal power plants. Units with rated pressure lower than 12.7 MPa may be implemented with reference.

3 General
3.1 The chemical supervision of thermal equipment in thermal power plants in the capital construction stage shall meet the general requirements of DL/T 246 for chemical supervision of thermal power plants.
3.2 The chemical supervision of thermal equipment in thermal power plants in the capital construction stage shall be organized by the owner or the unit entrusted by the owner, with the participation of the owner unit, the construction unit, the supervision unit, the commissioning unit and other units.
3.3 The owner unit shall participate in the quality acceptance of important projects such as boiler hydraulic test, boiler chemical cleaning, steam pipe blowing, unit trial operation and 168 h complete trial operation. All supervision tasks shall be included in the project schedule, and their implementation shall be taken as one of the bases for assessing and evaluating the project quality.
3.4 The owner unit is responsible for organizing the collection and collation of chemical technical supervision and inspection reports in the capital construction stage of thermal equipment, and archiving them as the basic data of the unit.

3 General
