Requirements on emergency rescue materials equipment for hazardous chemical enterprises
1 Scope
This document specifies the equipment principles, overall equipment requirements, equipment requirements for workplace, requirements on materials equipment of enterprise emergency rescue teams, other equipment requirements, as well as management and maintenance requirements for emergency rescue materials for hazardous chemical enterprises.
This document is applicable to the emergency rescue materials equipment for hazardous chemical production and storage enterprises.
Note: Emergency rescue materials equipment for enterprises engaged in the use, operation, transportation, and disposal of hazardous chemicals may be implemented with reference to this document.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1
emergency rescue materials
vehicles for handling hazardous chemical accidents, as well as various materials and other equipment for investigation, personal protection, vigilance, communication, transportation, plugging, decontamination, demolition, smoke exhaust and lighting, fire extinguishing, lifesaving, etc. equipped by hazardous chemical enterprises
3.2
hazardous chemical enterprises
enterprises or units established in accordance with the law and obtaining relevant administrative licenses for the production, storage, use, operation, transportation, and disposal of hazardous chemicals
Note: In this document, it particularly refers to hazardous chemical production and storage enterprises that meet the requirements of Annex A.
3.3
enterprise emergency rescue team
professional or dedicated team established in accordance with the law, and equipped with emergency rescue personnel, emergency rescue facilities, equipment and materials, which regularly organizes emergency rescue drills, and undertakes emergency rescue tasks such as handling various hazardous chemical accidents and rescuing personnel in distress in the enterprise

workplace
any place of work that may expose workers to hazardous chemicals
Note: For example, the production area of a factory or a workshop in the production area.
4 Equipment principles
4.1 Pertinence
The emergency rescue materials shall be equipped based on the production process of the enterprise, the types and quantities of hazardous chemicals, the characteristics of hazardous chemical accidents, and the results of accident risk assessment. The hazardous chemical enterprises within the scope of this document are divided into three classes, namely Class I, Class II and Class III, and the classification method meets the requirements of Annex A.
4.2 Compatibility
The emergency rescue materials shall be equipped to ensure system matching, reasonable matching, complete functionality, and sufficient quantity, so as to meet the needs of on-site emergency response by enterprise employees and rescue tasks undertaken by enterprise emergency rescue teams.
