National food safety standard -
General rules for migration test of food contact materials and articles
1 Scope
This standard specifies the terms and definitions, basic requirements, selection of food simulants, selection of migration test conditions, screening methods, chemical solvent substitution test, correction of migration test results and selection of migration test results for the migration test of various food contact materials and articles.
2 Terms and definitions
2.1 migration test
test, including specific migration test, overall migration test and chemical solvent substitution test, conducted under specified conditions to determine the amount of components migrated from food contact materials and articles to test mediums such as food or food simulants in contact with them
2.2 food simulant
test medium having the typical commonness of a certain category of food and can truly reflect the migration of components from food contact materials and articles to the food in contact with them, which is used to simulate food in the migration test
2.3 screening methods
methods of screening the specific (overall) migration using usage, overall migration or residue in order to verify the compliance of the specific (overall) migration of a certain (category of) substance in food contact materials and articles
2.4 chemical solvent substitution test
migration test using chemical solvents instead of greasy food simulants under specified conditions
2.5 reusable food contact materials and articles
food contact materials and articles that have been or are expected to be used for many times and have been in repeated contact with food
3 Basic requirements
3.1 Determination of overall migration of food contact materials and articles: the food simulants shall be selected for migration test according to the requirements of this standard.
3.2 Determination of specific (overall) migration of food contact materials and articles: for materials and articles that have come into contact with food, the food contacted shall be directly tested or the materials and articles not contacted with food shall be selected for migration test using food simulants; for materials and articles that have not come into contact with food, food or food simulants shall be selected for test.
3.3 The food simulants and migration test conditions shall reflect the actual use situation as much as possible. When food contact materials and articles are subjected to clear expected use conditions, the most severe test conditions (conditions leading to the maximum migration) shall be selected according to the expected use conditions; when the most severe test conditions cannot be determined, all conditions corresponding to actual use conditions shall be selected for test. In case of no expected use conditions, the most severe test conditions supported by scientific evidence shall be selected.
3.4 The migration test shall not result in changes in physical properties or other changes that would not occur under normal use conditions (such as deformation and melting) in the test sample. If the above changes occur during the migration test, the test conditions not superior to the actual contact conditions or other food simulants supported by scientific evidence shall be selected for the migration test.
3.5 Final product (or sheets or specimens) shall be selected for migration test. For food contact materials (such as resins or granules, coatings, inks and adhesives) which are obviously different from the actual finished products, the final products (or sheets or specimens) made according to the actual processing conditions shall be adopted for migration test, and the specific requirements for the final products (or sheets or specimens) shall meet the requirements of GB 5009.156 and other national food safety standards.
3.6 The migration test on multi-material food contact materials and articles may be carried out on the whole final product or on each material separately.
3.6.1 For the migration test on composite materials and articles, finished products and finished coated products, the food simulants and migration test conditions shall be selected in accordance with the requirements of the corresponding national food safety standards for materials of direct food contact layer; for the test items only from the non-direct food contact layer, the food simulants and migration test conditions may be selected in accordance with the national food safety standards of materials of this layer. For the migration test on composite materials and articles and final products, the most severe migration test conditions shall be selected according to the product instructions or the use conditions of all possible food contact parts.
3.6.2 The separate migration test on multi-material food contact materials and articles and various product materials shall be carried out respectively according to the requirements of the national food safety standards of corresponding materials.
3.7 The special requirements (if any) for migration test in the national food safety standards shall prevail.
4 Selection of food simulants
4.1 General requirements for selection of food simulants
4.1.1 When food contact materials and articles are expected to come into contact with certain foods (such as acid foods), the corresponding food simulants shall be selected for specific migration test and overall migration test according to the expected food category.
4.1.2 The selection of food simulants shall meet the requirements of Annex A. For foods not listed in Annex A, the selection of food simulants shall meet the requirements of Table 1.
Note: The food categories specified in Table 1 and Annex A are only applicable in this standard.
