1 General Provisions
1.0.1 This code was formulated in order to implement the "Law of the People's Republic of China on Work Safety", to persist the guideline of "safety first and prevention first", adopting technical means, prevent and reduce the safety accidents in production, guarantee the life and property safety of the public people and promote the development of economic construction.
1.0.2 This code is applicable to the construction, renovation, extension and improvement engineering projects of the enterprises that are engaged in the production and circulation in civil explosive materials industry.
1.0.3 The engineering design of civil explosives materials shall not only comply with this code, but also shall comply with those specified in the in the current relevant standards of the nation.
2 Terms
2.0.1 Civil explosives materials
It is the generic term of various explosives (initiating explosive, high explosive, gunpowder and pyrotechnic powder) and their products (explosive materials used for oil and gas well and seismic prospecting as well as other purposes) as well as initiating explosive devices (detonator, powderhose and primacord) for non-military purpose.
2.0.2 Dangerous goods
They are the raw materials, semi-finished products, works in-process and finished products of combustible of explosive risks during the study, production, circulation and application process of civil explosive material industry.
2.0.3 Work in-process
It means the product that is being processed in a certain production phase.
2.0.4 Semi-finished product
It means the product that has already been completed in some production phases but will still be further processed.
2.0.5 TNT equivalent
It is the ratio between the TNT charging mass and the charging mass to be measured when equal detonation parameter happens at a point with the same radial distance away from the explosive source.
2.0.6 Mass-detonation
It means that the detonation of a certain part of the dangerous goods will result in the instant explosion of the whole dangerous goods.
2.0.7 Explosive quantity
It means the quantity of the dangerous goods that can explode or burnt at the same time.
2.0.8 Design quantity of explosive
It means the quantity deducted to TNT equivalent of the dangerous goods that can be exploded at the same time.
2.0.9 Dangerous goods building
It means the structures used for producing or storing dangerous goods, including the production workshop and storehouse of dangerous goods.
2.0.10 Nondangerous goods building
It means the structures that are not included in the danger class in this code.
2.0.11 Production line
It means a group of production systems, buildings and structures or relevant facilities that are able to ensure completing the continuous working procedures in the production of dangerous goods.
2.0.12 Internal separation distance
It means the minimum distance among dangerous goods buildings needed under the specified criteria of failure. It is to be determined according to the danger class of dangerous goods building and explosive quantity.
2.0.13 External separation distance
It means the minimum distance between the dangerous goods building and the various external objects needed under the specified criteria of failure. It is to be determined according to the danger class and explosive quantity of dangerous goods building.
2.0.14 Protecting barrier
It includes the natural or man-made retaining walls; its form, dimension and structure are all able to restrict the impact of explosion waves, fragments and flame on the adjacent structures and facilities in a required mode.
