1 General provisions 1.0.1 This code is formulated with a view to ensuring the construction quality and regulating the acceptance, maintenance and management of the foam extinguishing systems (or systems for short). 1.0.2 This code is applicable to construction, acceptance, maintenance and management of low-, medium- and high-expansion foam extinguishing systems arranged in the construction, extension and renovation projects. 1.0.3 The construction and acceptance requirements of the engineering technical documents and contract documents used in the construction of foam extinguishing systems shall not be lower than the requirements of this code. 1.0.4 In addition to this code, the construction, acceptance, maintenance and management of the foam extinguishing system shall also meet those stipulated in the current relevant standards of the nation.   2 Terms 2.0.1 foam proportioner (device) equipment (composed of related equipment and accessories) used for preparing water and foam concentrate into foam solution in proportion 2.0.2 foam generating device a generic term for equipment that makes foam solution produce foam 2.0.3 foam concentrate storage tank container equipment that can provide foam concentrated for the foam extinguishing systems 2.0.4 foam guiding cover device installed on the top of the wall of external floating roof tank to make foam flow down the tank wall, thus preventing foam loss 2.0.5 foam descending groove step-shaped device installed in a fixed roof tank to allow the alcohol-resistant foam to flow downward 2.0.6 foam flowing groove groove-type device installed on the inner wall of a fixed roof tank to allow the alcohol-resistant foam to flow downward   3 Basic requirements 3.0.1 The foam extinguishing system shall be divided into subsection works, sub-subsection works and subitem works according to Annex A. 3.0.2 The construction of the foam extinguishing system must be undertaken by the construction organization with the corresponding qualification level. 3.0.3 The construction site of the foam extinguishing system shall be provided with corresponding construction technical standards, a sound quality management system and a construction quality inspection system to achieve quality control throughout the construction process. The quality management of the construction site shall be checked and recorded according to the requirements of Table B.0.1. 3.0.4 The construction of the foam extinguishing system shall be carried out in accordance with the approved design construction drawings, technical documents and relevant technical standards, and shall not be changed at will. When it is really necessary to change it, the change shall be made by the original design organization. 3.0.5 The following technical data shall be available before the construction of the foam extinguishing system: 1 Approved design construction drawings and design specifications. 2 Instructions for installation and use of main components. 3 Valid documentary evidences and product ex-factory certificates meeting the requirements of market access system for the system components and materials such as foam generating devices, foam proportioners (devices), foam concentrate pressurized tanks, fire pumps, foam hydrants, valves, pressure gauges, pipe filters, metal hoses, foam concentrate, pipes and pipe fittings shall be provided with valid certification documents and product delivery certificates that meet the requirements of the market access system. 3.0.6 The construction of foam extinguishing system shall meet the following conditions: 1 The design organization conducts technical disclosure to the construction organization and keeps records; 2 The specifications and models of system components, pipes and pipe fittings meet the design requirements, and continuous construction is guaranteed;   3 The foundation, embedded parts and reserved holes related to the construction meet the design requirements upon inspection; 4 Temporary facilities such as site, road, water and electricity meet the construction requirements. 3.0.7 The foam extinguishing system shall be subjected to quality control for the construction process according to the following requirements: 1 The system components and materials adopted shall be subjected to admission inspection according to the requirements of this code, and may be installed and used only after passing the inspection and being certified by signature of the supervising engineer. 2 Each constructional process shall be subjected to quality control according to the construction technical standards, shall go through inspection after completion, and only after it passes the inspection shall the next process start. 3 Handover and approval shall be performed between all relevant work types of each discipline, shall be certified by signature of the supervising engineer before the next process starts. 4 The construction process shall be inspected by the personnel of the construction organization under organization of the supervising engineer. 5 The acceptance of concealed work shall be carried out by the relevant organizations as informed by the construction organization before concealment. 6 Upon completion of installation, the construction organization shall conduct system commissioning according to the requirements of this code; after the system is qualified through commissioning, the construction organization shall submit an acceptance application report to the development organization to apply for acceptance. 3.0.8 The inspection and acceptance of the foam extinguishing system shall meet the following requirements: 1 The quality management on the construction site shall be inspected according to Table B.0.1, and the results shall be acceptable. 2 All items of construction process inspection shall be acceptable, and shall be recorded according to Tables B.0.2-1~B.0.2-6. 3 The concealed work shall be acceptable upon acceptance inspection before concealment, and recorded according to Table B.0.3. 4 All the quality control data shall be acceptable upon verification, and shall be recorded according to Table B.0.4. 5 The system construction quality and system functions shall be acceptable upon acceptance inspection, and recorded according to Table B.0.5. 3.0.9 The following technical data shall be provided after the foam extinguishing system is acceptable upon acceptance inspection: 1 Records on quality management inspection on construction site. 2 Records on inspection of foam extinguishing system during construction. 3 Records on acceptance of concealed works. 4 Records on verification of quality control data of foam extinguishing system. 5 Records on acceptance of foam extinguishing system. 6 Relevant documents, records, data list, etc. 3.0.10 When the construction quality of the foam extinguishing system does not meet the requirements of this code, it shall be dealt with according to the following requirements: 1 The work that is reworked or has the system components and materials replaced shall be subjected to acceptance again. 2 The work which still fails to meet the requirements of this code after being reworked or having the components and materials replaced will not be accepted.
