1.0.1 This code is formulated with view to preventing and controlling the pollution caused by the textile industry as well as instructing and normalizing the design of environmental engineering of the textile industry enterprise.
1.0.2 This code is applicable to the environmental protection design for the construction, renovation and extension engineering in the construction projects of the textile industry enterprise, including the textile industry enterprise-based environmental protection construction project in the development area.
1.0.3 The environmental protection design in the textile industry shall be guaranteed to meet environmental protection requirements; advanced, economic, rational, safe and reliable treatment process shall be selected; new process, new equipment and new material after appraisal are actively adopted; comprehensive resource utilization technology and reclamation technology of waste water are vigorously promoted; and energy-saving and consumption-reducing equipment is selected. In addition, attention is paid to the secondary pollution control.
1.0.4 As for the construction project, the total discharge amount of pollutants must be strictly controlled and the discharge standard shall meet relevant national, professional or provincial provisions. For the renovation and extension projects, they shall be improved through technical updating, based on the reasonable utilization of the existing treatment facilities. In addition, the comprehensive utilization, recovery processing and reclamation of waste water shall be primarily carried out for construction projects.
1.0.5 The textile industry enterprise must implement the approval system of the environmental impact statement (list) and the "Three Simultaneous" system - simultaneous design, simultaneous construction and simultaneous commissioning - for both the environmental protection facilities and the principal part of the engineering; and engineering design of the construction projects whose environmental impact statements (lists) are not approved shall not be delivered. In case of major changes on the construction projects, the design shall be modified according to the reapproved contents according to the original approval procedures.
1.0.6 The environmental protection design of the textile industry enterprise shall not only meet the requirements of this code but also meet those specified in the relevant national current standards.
