1.0.1 This code is formulated with a view to specify the engineering cost valuation behavior, unify the compilation and valuation method of bill of quantity of construction works, according to laws and regulations of "Building Law of the People's Republic of China", "Contract Law of the People's Republic of China" and "Law of the People's Republic of China on Bid Invitation and Bidding".
1.0.2 This Code is applicable to valuation activities with bill quantity of construction work.
1.0.3 All user-state includes the capital investment or state-owned capital investment based (hereinafter referred to as "state-owned capital investment" for both) construction project, which must adopt valuation with bill of quantity.
1.0.4 Non-state-owned capital invested construction projects can adopt the valuation with bill of quantity.
1.0.5 Bill of quantity (BOQ), bidding control prices, bids, engineering payment settlement and other engineering cost document preparation or check shall be assumed by qualified engineering cost professionals.
1.0.6 The valuation activities with bill of quantity of the construction works shall follow the objective, just and fair principles.
1.0.7 Annex A, Annex B, Annex C, Annex D, Annex E and Annex F of this Code shall be used as the basis for the preparation of BOQ.
1 Annex A, the BOQ items and computational rules of the construction works, is applicable to industrial and civil buildings and structures engineering.
2 Annex B, the BOQ items and computational rules of the decorating projects, is applicable to industrial and civil building and structures decorating projects.
3 Annex C, the BOQ items and computational rules of the installation works, is applicable to industrial and civil building installation works.
4 Annex D, the BOQ items and computational rules of municipal works, is applicable to urban municipal construction works.
5 Annex E, the BOQ items and computational rules of landscaping works, is applicable to landscaping works.
6 Annex F, the BOQ item and computational rules of mine engineering, is applicable to mine engineering.
1.0.8 The valuation activities with BOQ of construction works shall not only comply with this Code, but also those in the current relevant ones of the nation shall be complied with.
