1 General Provisions
1.0.1 To regulate the costing and valuation activities for construction engineering and to unify the compilation principles and valuation methods of construction engineering valuation document, this code is prepared according to legislations such as Construction Law of the People's Republic of China, Contract Law of the People's Republic of China and The Bidding Law of the People's Republic of China.
1.0.2 This code is applicable to the construction engineering valuation activities at employment and execution stages.
1.0.3 The construction cost of construction engineering at employment and execution stages shall be composed of the costs of work sections and trades, preliminaries, other sections, statutory fees and taxes.
1.0.4 The compilation and review of construction cost documents, e.g. bills of quantities for tendering, tender sum limit, tendering, measurement, contract sum adjustment, contract sum settlement and payment, construction cost verification, shall be undertaken by the construction cost personnel of professional qualification.
1.0.5 The construction cost personnel undertaking the compilation and review of construction cost documents and the organization where the personnel are employed shall be responsible for the quality of the construction cost documents.
1.0.6 The valuation activities of construction engineering at employment and execution stages shall comply with objective, impartial and fair principles.
1.0.7 The valuation activities of construction engineering at employment and execution stages shall comply with not only this code but also the current relevant national standards.
2 Terms
2.0.1 Bills of quantities (BQ)
A breakdown specifying the names and corresponding quantities of work sections and trades, preliminaries and other sections, and statutory fees and taxes of construction work.
2.0.2 BQ for tendering
The bills of quantities, including the description and forms, issued in company with tendering document by Tenderee according to national standards, tendering document, design documents and the actual conditions at construction site.
2.0.3 Priced BQ
The bills of quantities, including the description and forms, in which the prices indicated in the tender document, as an integral part of contract, are arithmetically corrected (if applicable) and confirmed by the Contractor.
2.0.4 Work sections and trades
A sectional work or unit work is composed of and classified into work sections by structure position, section length and construction characteristics or construction task; a work section is composed of work trades and is classified into trades or items by construction method, material, procedure and section length.
2.0.5 Preliminaries
Items, e.g. technical, living, safety and environmental, that are carried out during the construction preparation and construction to complete the work construction.
2.0.6 Item code
The Arabic numeral identification of the BQ name of work section and trade
2.0.7 Item description
The essential characteristics that form the intrinsic value of work sections and trades, and preliminaries.
2.0.8 All-in unit rate
The costs of the labor, material and engineering facility, use of construction tools, enterprise administration, profit and limited risk that required for completing a specified BQ item.
2.0.9 Risk allowance
The cost incurred to solve the risks of the Employer and Contractor in the market fluctuation within the contents and scope agreed in construction contract and incorporated into the all-in unit rate of priced BQ

1 General Provisions
