Announcement on publishing the national standard Code for design of water saving for iron and steel enterprises
Code for design of water saving for iron and steel enterprises has been approved as a national standard with a serial number of GB 50506-2009, and shall be implemented from December 1, 2009. Thereinto, 3.0.3, 3.0.5, 3.0.7, 3.0.10, 3.0.15 and 6.1.5 are compulsory provisions and must be enforced strictly.
Authorized by the Research Institute of Standards and Norms of the Ministry of Housing and Urban-Rural Development of the People's Republic of China, this code is published and distributed by China Planning Press.

According to the requirements of Notice on printing and distributing the (JIANBIAOHAN [2005] No. 124) issued by the former Ministry of Construction, this code is jointly prepared by Capital Engineering & Research Incorporation Ltd. with organizations concerned.
During the development of this code, the drafting group has adhered to the core of "water saving and discharge reduction", and conscientiously implemented the guiding ideology of "saving water, utilizing water resources rationally, reducing pollution discharge and protecting water resources", summarized the water saving experiences of construction and design units of iron and steel enterprises in recent years by conducting targeted surveys and gathering data from iron and steel enterprises, actively sought and incorporated feedbacks from experts, scholars, and design professionals across the nation in the fields of design, scientific research, enterprises and other units, and held a number of symposiums. Following thorough examination, analysis, and multiple revisions by the group, this code was ultimately finalized upon review.
This code is divided into 10 clauses and one annex, with main contents including general provisions, terms, basic requirements, water source, production process, recirculating water treatment system, systems for softening & demineralizing water, reutilization of wastewater, rainwater utilization, leakproof & seepage prevention, etc.
The provisions printed in bold type in this code are compulsory and must be enforced strictly.
The Ministry of Housing and Urban-Rural Development of the People's Republic of China is in charge of the administration of this code and the explanation of the compulsory provisions; China Metallurgical Construction Association is in charge of routine management; Capital Engineering & Research Incorporation Ltd. is responsible for the explanation of specific technical contents. Code for design of water saving for iron and steel enterprises
1 General provisions
1.0.1 For the purpose of saving water, reducing sewage discharge, protecting water resources, improving water use efficiency of iron and steel enterprises and building water saving iron and steel enterprises, this code is formulated in accordance with the relevant national laws, regulations and policies on water saving and water pollution prevention & control.
1.0.2 This code is applicable to all design stages for construction, renovation and extension of iron and steel enterprises.
1.0.3 In the design of construction, renovation and extension for iron and steel enterprises, contents related to water saving shall be included, and the water saving technology, equipment and measures used shall be specified.
1.0.4 The design of water saving for iron and steel enterprises shall be combined with local urban, industrial and agricultural water development planning to use water resources rationally and protect water resources, thus ensure the sustainable socio-economic development in the context of limited water resources.
1.0.5 In addition to this code, the water saving design of iron and steel enterprises shall meet the requirements of current relevant national standards.

3 General requirements
3.0.1 Water saving facilities for constructed, extended and renovated projects must be designed, constructed and put into operation simultaneously with the main project.
3.0.2 When the main part of the constructed, extended and renovated projects is built by stages, water saving facilities shall be planned comprehensively. When the water saving facilities are built in stages, the operation time shall not be later than that for the main part which is built by stages, and the construction scale of water saving facilities shall not be reduced.
3.0.3 Advanced water saving processes, technologies and equipment shall be adopted for the constructed, extended and renovated projects. The backward and obsolete processes, technologies and equipment with high water consumption must not be used.
3.0.4 The processes, technologies and equipment with high water consumption used in the production facilities of existing iron and steel enterprises shall be phased out through renovation.
3.0.5 As for newly-built iron and steel enterprises, the supporting wastewater treatment and reuse facilities must be constructed.
3.0.6 The existing iron and steel enterprises shall construct or improve supporting wastewater treatment and reuse facilities along with the constructed, extended and renovated projects.
3.0.7 As for the constructed, extended and renovated projects, the substandard wastewater must not be discharged into the receiving waters.
3.0.8 The reclaimed water shall be used when meeting the user's water utilization conditions.
3.0.9 If each workshop or unit has different water quality requirements for the production water, the water shall be supplied based on different water qualities. The high-quality water should not be supplied to low-quality water users.
