The most notable change concerning the pickup truck industry in this draft for public comment is that the definition of pickup truck (multipurpose truck) now cites GB/T 40712‑2021 General technical specification for multipurpose goods vehicle. GB/T 40712‑2021 itself is a recommended national standard. After its issuance and implementation in 2021, it established for the first time at the national level an independent technical identity for pickup trucks, ending the period in which the industry operated without unified a technical standard and with ambiguous regulatory definitions. However, since it is a recommended national standard, GB/T 40712‑2021 was not mandatory after its implementation in 2022, but served as a technical reference manual for pickup trucks for relevant authorities. GB 7258 Technical specifications for safety of power-driven vehicles operating on roads, on the other hand, is a mandatory national standard in the field of motor vehicle safety management, serving as the fundamental basis for vehicle registration, annual inspection, and law enforcement on roads. By referencing the definition from a recommended standard, the mandatory standard indirectly elevates GB/T 40712‑2021 to a mandatory status: from now on, for a vehicle to be registered as a pickup truck and to enjoy the associated management policies, it must strictly comply with all the indicators of GB/T 40712‑2021. Second, the "single‑pedal" mode of new‑energy pickup trucks retains eligibility, with a limit on deceleration feel. Among the new technical provisions added in the draft, the one most closely related to pickup trucks is the highly concerned "single‑pedal" mode. The draft proposes that for pure electric and plug‑in hybrid passenger vehicles and multipurpose goods vehicles, after releasing the accelerator pedal in drive gear, the vehicle braking deceleration shall be less than or equal to 0.8 m/s²; it also specifies that the regenerative braking system of buses and general goods vehicles shall not be activated by the accelerator pedal.
