Clause 1 General provisions
1.0.1 In order to unify the technical requirements of construction and acceptance of vertical cylindrical steel welded oil tanks, ensure the construction quality of oil tanks, and meet the needs of oil tank construction and development, this code is hereby formulated.
1.0.2 This code is applicable to the construction and acceptance of vertical cylindrical steel welded oil tanks and welded accessories connected to the oil tank for the storage of liquid petroleum and petroleum products built on the ground.
1.0.3 The oil tank shall be constructed according to the design document. Where design revision is required, consent shall be acquired from the original design organization.
1.0.4 As for the prefabrication, installation and inspection of oil tanks, measuring instruments and testing instruments of the same precision grade shall be adopted.
1.0.5 In addition to the requirements of this code, the construction and acceptance of oil tank shall also meet the requirements of current relevant standards and codes.
Clause 2 Acceptance of materials
2.0.1 The materials and accessories used for the construction of oil tanks shall be provided with quality certificates. If no quality certificate is provided or there is any doubt about the quality certificate, the materials and accessories shall be re-inspected, and only qualified materials and accessories can be used.
2.0.2 Welding materials (welding rods, welding electrodes and welding fluxes) shall be provided with quality certificates. The quality certificate of the welding rod shall include the chemical composition and mechanical properties of the deposited metal; for the low hydrogen electrode, the diffused hydrogen content of the deposited metal shall also be included. If no quality certificate is provided or there is any doubt about the quality certificate, the welding material shall be re-inspected.
2.0.3 The steel plates selected for constructing oil tanks must be subjected to appearance inspection one by one, and the surface quality shall meet the requirements of the current standards corresponding to steel plate.
2.0.4 The sum of the corrosion and thinning amount on the surface of the steel plate, the scratch depth and the actual negative deviation of the steel plate shall meet the requirements of permissible deviation of the steel plate thickness specified in Table 2.0.4.

2.0.5 When the thickness of the steel plates for the bottom ring and the first ring of the tank wall is greater than or equal to 23mm, they shall be inspected according to the current national standard ZBJ74003-88 Ultrasonic inspection of steel plates for pressure vessels, and the inspection results shall meet the level III requirements. For steel plates with yield point less than or equal to 390MPa, 20% of the quantity of steel plates shall be taken for spot inspection, and when any unqualified steel plate is found, they shall be inspected sheet by sheet; for steel plates with yield points greater than 390MPa, they shall be inspected sheet by sheet.
Clause 3 Prefabrication
Section 1 General requirements
3.1.1 The templates used in the process of prefabrication, assembly and inspection of oil tanks shall meet the following requirements:
I. When the curvature radius of the component is at most 12.5m, the chord length of the arc template shall not be less than 1.5m; when the curvature radius is greater than 12.5m, the chord length of arc template shall not be less than 2m;
II. The length of the straight line template shall not be less than 1m;
III. The chord length of the arc template for measuring the angular deformation of the weld shall not be less than 1m;
3.1.2 The steel plate cutting and weld groove processing shall meet the following requirements:
I. The cutting of the steel plate and the groove of the weld should be mechanically processed or processed by automatic and semi-automatic flame cutting. The arc edge of the tank top plate and the tank bottom edge plate may be processed by manual flame cutting;
II. For steel plate with thickness greater than 10mm and used for welded joint, and the steel plate with thickness greater than 16mm and used for overlap joint, the plate edge shall not be sheared.
III. When the working environment temperature is lower than the following temperature, the steel shall not be processed by shearing:
