GB/T 22384-2024 Inspection specification for security and stability control system of power system
1 Scope
This document specifies the general inspection requirements, inspection classification and requirements, pre-inspection preparation, inspection items and requirements for power system safety and stability control system and its related secondary circuits, and describes the test methods for inspection of power system safety and stability control system.
This document is applicable to the design, manufacturing, installation, commissioning, operation, maintenance and management of safety and stability control systems or safety and stability control devices [referred to as "stability control systems (devices)"] of power generation enterprises or departments, power grid enterprises or departments and users.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1
security and stability control device
control equipment installed in power plants, substations, or new energy plants to ensure the stability of the power system in the event of major disturbances, and to achieve functions such as machine cutting, load cutting, rapid output reduction, DC emergency control, and rapid control of new energy sources such as wind power, photovoltaics, and energy storage

3.2
security and stability control system
system composed of the safety and stability control devices of two or more plants and stations communicated through communication equipment, so as to realize the stability control of regional or larger power systems

3.3
security and stability control information management system
mainframe station computer system that can collect the information of the stability control device by communicating with the stability control device of the factory and station, and realize the functions of remote monitoring, patrol, control and maintenance of the stability control device

3.4
static test
test and verification on inspected device body and the overall function of the system by directly simulating various electrical waveforms and fault characteristics via test software or instruments, and providing the required input for the inspected safety and stability control system (device)
3.5
dynamic whole process test
test to verify the correctness of fault identification, control strategy functions and action response of the tested stability control system by replaying the dynamic process of system faults after inputting the simulation results of the power system analysis and calculation program or on-site waveform data into the tested stability control system (device)

3.6
real-time digital simulation test
test to achieve real-time and closed-loop detection by building a system through a real-time digital simulation platform, simulating various system faults, providing the required input for the tested stability control system (device), and receiving the output of the tested stability control system (device), so as to examine the action process and grid response characteristics of the tested stability control system (device), and verify the correctness, effectiveness, and rationality of the control strategy and logic

3.7
system transmission test
relevant primary and secondary system overall transmission test by triggering the strategic action of the inspected stability control system and exiting the actual control object via triggering the actual fault of the power grid or simulating the actual fault characteristics on the inspected stability control device and its secondary loop for the actual operation of the stability control system in the power grid
4 General requirements
4.1 Before inspection, the stability control system (device) shall complete the end-of-manufacturing inspection and pass the inspection in accordance with DL/T 1092, as well as e provided with a qualified type test report issued by a qualified third-party testing agency. Among them, the type test report shall include the electromagnetic compatibility, mechanical properties, environment and other relevant inspection contents of the stability control device.
4.2 The stability control system (device) and its secondary circuit shall be inspected to determine that the components of the device are good, the criteria, control strategies, interfaces, communication channels, setting values, secondary circuits, etc. shall be correct, as well as the operating characteristics and electrical performance, etc. shall comply with GB/T 40587, DL/T 527 and DL/T 1092.
4.3 The network security protection of the stability control device shall meet the relevant requirements of GB/T 36572.
4.4 The inspection of relays and their auxiliary equipment, transformers and circuits, DC circuits and other components or equipment related to the stability control system (device) shall be carried out in accordance with DL/T 995; intelligent substation merging units, intelligent terminals, device capability description files (ICD models), network pressure and other related devices and functional inspections related to stability control systems (devices) shall be performed in accordance with GB/T 34871.
4.5 If the stability control system (device) fails to complete the inspection according to the inspection requirements of each stage of this document, or if the inspection results do not meet the requirements, it shall not be put into operation.

4 General requirements
