1 Scope
This standard specifies technical requirements and test methods of speed limitation system for motor vehicles.
This standard is applicable to M2, M3, N2, N3 type vehicles. M1, N1 type vehicles, tricars and low speed trucks may refer to.
2 Normative References
The following standards contain provisions which, through reference in this text, constitute provisions of this national standard. For dated reference, subsequent amendments (excluding correction) to, or revisions of, any of these publications do not apply. However, parties that come to an agreement according to this standard are encouraged to study whether the latest edition of these documents can be used. For undated references, the latest editions of the normative documents are applicable to this standard.
GB 7258 "Safety Specifications for Motor Vehicles Operating on Roads"

3 Terms and Definitions
The terms and definitions established in GB 7258 and GB/T 15089 and the following ones are applicable to this standard.
3.1
Speed limitation system
System that limits the vehicle traveling speed through controlling the energy supply system of vehicle power unit or vehicle and engine management system, including maximum speed limitation system and adjustable speed limitation system.
3.2
Maximum speed limitation system
System used to guarantee that the vehicle running speed does not exceed the set speed when leaving the factory. The system function may be realized through maximum speed limitation device or maximum speed limitation function.
3.3
Adjustable speed limitation system
System used to guarantee that the vehicle running speed does not exceed the adjustable limit speed. The adjustable limit speed is set by the driver. This system function may be realized through adjustable speed limitation device or adjustable speed limitation function.
3.4
Maximum speed limitation device
Device that controls the vehicle energy supply of power unit or limits the speed to a fixed maximum through engine management.
3.5
Maximum speed limitation function
Function that controls the vehicle energy supply of power unit or limits the speed to a fixed maximum through engine management.
3.6
Adjustable speed limitation device
Device that controls the vehicle energy supply of power unit or automatically limits the speed to the set value Vadj through engine management.
3.7
Adjustable speed limitation function
Function that controls the vehicle energy supply of power unit or automatically limits the speed to the set value Vadj through engine management.
3.8
Set speed Vset
Vehicle's highest running speed set in the maximum speed limitation system.
3.9
Stabilized speed Vstab
Average speed when the maximum speed limitation system or adjustable speed limitation system takes effect and the vehicle is in a stable running state (namely the specified average speed of A.1.1.5.2.3.3 in Appendix A and B3.4 in Appendix B).
3.10
Maximum speed Vmax
Maximum speed that the vehicle reaches in part 1 of the test curve defined in the test methods of Appendix A.
3.11
Adjustable limit speed Vadj
Vehicle's highest running speed set by the driver in the adjustable speed limitation system; the driver may rescind the settings of adjustable limit speed at any time.
4 General Requirements
4.1 Under normal operation condition, the speed limitation system shall meet the requirements of this standard.
4.2 It shall be guaranteed that the speed limitation system device and the design, manufacturing and assembly of parts are corrosion resistant and aging resistant in normal use circumstance.
4.3 The speed limitation system shall operate well in normal electromagnetic environment of vehicles, and shall meet the requirements of GB/T 17619.
4.4 Speed limitation system failure shall not influence the driver's control of the engine through the accelerator pedal.
