1 Scope
This standard specifies the basic requirements for the establishment, implementation and improvement of the food defense plan for food processing establishments.
This standard is applicable to the establishment, implementation and improvement of the food defense plan for food processing establishments. Primary production, storage, transport and feed processing establishments may take this standard as a reference.
2 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
2.1
food defense plan
methods and procedures for ensuring the food safety during production and supply by conducting food defense assessments and implementing food defense measures to minimize the risk of intentional contamination or deliberate tampering to food by biological, chemical, physical and other factors
2.2
intentional contamination
acts such as intentionally adding non-edible substances to raw and accessory materials or food, intentionally using agricultural and veterinary drugs and food (feed) additives beyond the scope or limit, or using other methods not suitable for human consumption to produce and process food to seek improper benefits
2.3
deliberate tampering
acts of tampering food and food production process through biological, chemical and physical factors, with an aim to harm others or disrupt the society
3 Principles for food defense plan
3.1 Assessment principle
Find out the weak links through the food defense assessment on threats, weaknesses and impacts throughout all links of food production and supply, as well as the possibility of risks brought by the comprehensive action of the aforesaid three, so as to take effective precautionary measures to protect the food production and supply process against intentional contamination or deliberate tampering.
