1 Scope
This standard specifies the guidelines for enterprises to develop emergency response plan for work place accidents (hereafter referred to as emergency plan), including development procedure, system composition, comprehensive emergency plan, special emergency plan, site disposal plan and attachment.
This standard is applicable to the enterprises' development of emergency plan and used as a reference for other social organizations and units when developing the emergency plan.

3 Terms and Definitions
For the purposes of this document, the following terms and definitions apply.
3.1
emergency plan
the plan developed to effectively prevent and control the possible accident and minimize the accidents and harms airing from them
3.2
emergency preparedness
the ideaistic, organizational and material preparation to develop emergency action rapidly, scientifically and orderly with regard to possible accidents
3.3
emergency response
the emergency action taken by relevant organizations or personnel after the occurrence of accidents
