Guidelines for enterprises to develop emergency response plan for work place accidents
1 Scope
This standard specifies the procedure for enterprises to develop emergency response plan for work place accidents and the composition of the plan system, as well as main contents and information of the appendices of a comprehensive emergency response plan, a special emergency response plan and an on-site disposal scheme.
This standard is applicable to the development of an emergency response plan for work place accidents for an enterprise (hereinafter referred to as emergency response plan), and for the development of an emergency response plan for a nuclear power plant or any other social organization/unit, this standard may also be referred to.

3 Terms and definitions
For the purposes of this standard, the following terms and definitions apply.
3.1
emergency response plan
emergency preparedness work plan developed in advance to minimize the damage in possible accidents
3.2
emergency response
emergency actions taken against accident risks or accidents according to emergency response plan

emergency exercise
emergency activities simulated according to emergency response plan against possible accident scenarios

4 Procedure for developing an emergency response plan
4.1 General
The procedure for developing an emergency response plan includes the following steps: establishment of a working group for developing an emergency response plan, data collection, risk assessment, emergency resource investigation, emergency response plan development, table-top exercise, emergency response plan review and approval for its implementation.
4.2 Establishment of a working group for developing an emergency response plan
Considering the functions and division of labor in the enterprise, a working group for developing an emergency response plan shall be established, where the relevant responsible person of the enterprise is assigned as the group leader and the personnel from relevant departments (such as production, technology, equipment, safety, administration, human resources and finance departments) participate, to clarify the work responsibilities and assignments, formulate work plans and organize the development of an emergency response plan. Relevant rescue teams and representatives of surrounding relevant companies, enterprises or communities shall be invited to participate in the working group for developing an emergency response plan.
4. 3 Data collection
The working group for developing an emergency response plan shall collect the following relevant data:
a) Applicable laws and regulations, departmental rules, local regulations and government rules, technical standards and normative documents;
b) Data on the geological, topographical, environmental, meteorological, hydrological and traffic aspects around the company;
c) Data on division of on-site functional zones, the layout plan of the buildings (structures) and safety distances in the company;
d) Data on the technological process, technological parameters, operating conditions, equipment and risk assessments of the company;
e) Data on historical accidents and hidden dangers of the company and accidents in the same industry at home and abroad;
f) Emergency response plans of the local government and surrounding companies and enterprises.
4.4 Risk assessment
Carry out risk assessment of work place accidents and develop an assessment report (see Annex A for its outline), which includes but is not limited to:
a) Identify the dangerous and harmful factors existing in the enterprise, and determine the categories of possible work place accidents;
b) Analyze the possibility, harmful consequences and influence scope for the categories of possible work place accidents;
c) Assess and determine the risk levels of the corresponding categories of accidents.
4.5 Emergency resource investigation
Comprehensively investigate and objectively analyze the emergency resources of the enterprise, surrounding enterprises and government departments that may be asked for assistance, and develop an emergency resource investigation report (see Annex B for the outline), which includes but is not limited to:
a) Emergency teams, equipment, materials and places that the enterprise can call for use;
b) The surveillance, monitoring and alarming means that may be adopted for the production process and existing risks;
c) Emergency resources available from superior organizations, local governments and surrounding companies;
d) Medical, fire fighting, professional emergency rescue agencies and other socialized emergency rescue forces that may be used in coordination.
