1 Scope
This standard specifies the basic requirements, qualification requirements, review contents, result feedback and information update of merchants on E-commerce platform.
This standard is applicable to the E-commerce platforms on which merchants within the territory of the People's Republic of China sell products to other merchants and consumers.
This standard is not applicable to cross-border E-commerce platforms.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 35408-2017 and the following apply.
3.1
entry
an E-commerce activity of merchants entering an E-commerce platform to conduct commodity transactions
3.2
same merchants
operators selling a same type of goods through a plurality of member accounts held by a same natural person or organization
3.3
brand licensing
an activity of a brand owner or authorized licensor issuing the brand letter of authorization so that the licensee can use the trademarks or brand owned or agented by the former

first level authorization
a brand owner directly authorizes the brand to a merchant

4 General requirements
4.1 Merchants
4.1.1 Entity responsibility
Merchants applying for entry shall abide by laws and regulations and the requirements for merchants of E-commerce platforms, and submit the qualification materials and information required for entering the platforms according to the requirements of Clause 5 and the requirements for merchants publicized by the E-commerce platforms.
4.1.2 Principle of submission
4.1.2.1 Authenticity
Merchants shall provide true qualification materials and information, which shall not be forged, altered or fabricated.
4.1.2.2 Validity
Merchants shall provide valid licenses registered and filed by the relevant authorities, and other qualifications and information required by the E-commerce platforms.
4.1.2.3 Consistency
The qualification materials and information provided by merchants may be duplicated documents in electronic form, but shall be consistent with the original and affixed with the official seals of the business entities.
4.1.2.4 Completeness
Merchants shall provide qualification materials and information that meet the requirements of this standard and E-commerce platforms. The qualification materials provided by the merchants shall be complete.
4.2 E-commerce platforms
4.2.1 E-commerce platforms shall establish a qualification review mechanism for merchant entry, assign staff to review the qualification materials and information provided by merchants within the time published, give the audit conclusions, file the qualification materials and information of the merchants, and also re-review them regularly or irregularly.
4.2.2 On the basis of meeting the qualification requirements of this standard, E-commerce platforms can formulate more detailed qualification requirements according to their needs.
5 Qualification requirements
5.1 Basis qualifications
Merchants shall provide the following basic qualifications as required by the E-commerce platforms:
a) business licenses or information on business licenses or other legal business certificates;
b) proof of opening banking account or related information;
c) ID cards (both front and back) of legal representatives and/or business owner/contact;
d) if necessary, the merchant shall issue a power of attorney for third party payment to E-commerce platforms.
5.2 Business qualification
5.2.1 For merchants engaged in licensed businesses or selling licensed goods, they shall provide the business qualification certificates or information such as the business license qualifications and/or the goods licenses or approvals according to the requirements of the E-commerce platforms. See Annex A for the example of qualification certificates.
5.2.2 For merchants selling the imported goods that require inspection and quarantine, they shall provide the Entry-Exit Inspection and Quarantine - Sanitary Certificate and the Entry-Exit Inspection and Quarantine - Conformity Certificate.
