This is Part 3 of GB/T 3883: Particular Requirements for Transportable Diamond Drills with Liquid Systems. This part is developed according to the rules specified in GB/T 1.1-2009. This part replaces GB/T 13960.7-1997 Safety of Transportable Motor-operated Electric Tools - Part 2: Particular Requirements for Diamond Drills with Water Supply and the following main changes have been made with respect to GB/T 13960.7-1997: ——Foreword: for the general requirements of safety adopted, the reference is modified from GB/T 13960.1-2008 Safety of Transportable Motor Operated Electric Tools - Part 1: General Requirements to GB/T 3883.1-2014 Safety of Motor-operated Hand-held, Transportable Electric Tools and Lawn and Garden Tools - Part 1: General Requirements, and the standard name is modified accordingly; ——The restriction - "diameter of hollow-core drilling head is not greater than 250mm" is deleted in “Scope” (Chapter 1 in 1997 edition); ——In “Terms and Definitions”: Figure 101 and relevant contents are detailed in the definition of diamond drill; the definition of "normal load" is deleted; the definitions of "drill unit", "drill stand" and "liquid collection device" are added (see 3.102~3.104); ——"Safety warning of diamond drill" is added in “Marking and Instruction” (see 8.14.1.1); instruction on coming into use is modified [see 8.14.2 a)]; ——Test on diamond drill with drilling-up function is added in “Moisture Resistance” (see 14.3.101); ——Endurance test is modified (see 17.2); ——Table 4 in "Abnormal Operation" of GB/T 3883.1-2014 is modified (see 18.8, and 17 in 2008 edition); ——In “Mechanical Hazard”, shape and structural requirements for some rotating parts are added; requirement that diamond drill shall be equipped with one drill stand and drill unit is added; the requirement that information of actual vacuum degree is informed is added; load bearing test in the process of hole drilling is added (see 19.1, and 19.101 ~ 19.103); ——In “Structure”, "if the handle or gripping face specified in the operating instructions is used to push the tool manually, the gripping region shall be insulated from the easily touchable parts which will be charged due to touching the output shaft” is added (see 21.30). ——Material of power cord in power connection and external cord is modified (see 24.4); ——Annex I (Informative) – “Measurement of Noise and Vibration Emissions” is added. This part shall be used together with GB/T 3883.1-2014 Safety of Motor-operated Hand-held, Transportable Electric Tools and Lawn and Garden Tools - Part 1: General Requirements. In this part, clauses stating "Applicable" mean that corresponding clauses of GB/T 3883.1-2004 are applicable; clauses stating "Replacement" shall be subject to clauses in this part; clauses stating "Modification" mean that relevant contents of corresponding clauses in GB/T 3883.1-2014 shall be subject to the modified contents of this part, and other contents of this clause are still applicable; clauses stating "Addition" mean that both the corresponding clauses of GB/T 3883.1-2014 and the clause added in this part shall be met. This part was proposed by China Electrical Equipment Industry Association. This part is under the jurisdiction of National Technical Committee on Electric Tools of Standardization Administration of China (SAC/TC 68). Safety of Motor-operated Hand-held, Transportable and Garden Tools - Part 3: Particular Requirements for Transportable Diamond Drills with Liquid Systems 1 Scope This chapter of GB/T 3883.1-2014 applies except as follows: Addition: This part is applicable to the transportable diamond drill connecting one liquid supply system. Liquid supply system includes pipeline liquid supply or container liquid supply. 2 Normative References The following documents for the application of this document are essential. Any dated reference, just dated edition applies to this document. For undated references, the latest edition (including any amendments) applies to this document. This chapter of GB/T 3883.1-2014 applies. 3 Terms and Definitions This chapter of GB/T 3883.1-2014 applies except as follows: 3.101 diamond drill tool with liquid supply system used to drill stone and concrete through diamond head, including at least one drill unit and one fixed drill stand; the drill stand may be connected with to-be-drilled workpiece through fastener, vacuum device or other suitable device, as shown in Figure 101, or may be fixed on a suitable support, e.g., scaffold 3.102 drill unit device composed of one motor and one drilling head fastener 3.103 drill stand device supporting the drill unit on its operating position 3.104 liquid collection device device collecting liquid and grout during drilling 4 General Requirements This chapter of GB/T 3883.1-2014 applies. 5 General Conditions of Test This chapter of GB/T 3883.1-2014 applies except as follows. 5.17 Addition: Auxiliary handle (if any) and drill stand are regarded as the devices and auxiliaries needed during normal use. 6 Radiation, Toxicity and Similar Hazards This chapter of GB/T 3883.1-2014 applies. 7 Classification This chapter of GB/T 3883.1-2014 applies. 8 Marking and Instructions This chapter of GB/T 3883.1-2014 applies except as follows: 8.1 Addition: Diamond drill shall be marked with: ——Rated no-load speed, r/min or min-1. 8.3 Addition: Diamond drill shall be marked with: ——Maximum diameter of drilling head, mm. 8.14.1.1 Addition: Safety warning of diamond drill: ——When the operation needs water during drilling, it shall be ensured that the working area of the operator has no water or liquid collection system is used. Such preventive measure can ensure dry working area and reduce the risk of electric shock. ——During operation, when the cutting attachment may touch concealed wire or its cord, grip the tool through insulated gripping face. If the cutting attachment touches live conductor, the exposed metal part of the tool will be charged and the operator will be subject to electric shock. ——When operating diamond drill, put on ear protector, because the noise may cause deafness. ——When the drilling head is blocked for rotation, stop applying downward pressure and turn off the tool. Inspect and take proper actions to eliminate the reason of drilling head blocking. ——If the diamond head is in the workpieces, inspect whether the drilling head can rotate freely before restart. If the drilling head is stuck, it can not be started, because it will cause tool overload or the diamond drill will be separate from the workpiece. ——When fixing the drill stand and workpieces with fastener, ensure that fastening device used can control the tool in the using process. If the workpiece is fragile or has many holes, the fastener may be separate from it, which will result in the drill stand separating from the workpiece. ——When fixing the drill stand on the workpiece with vacuum pad, the vacuum pad shall be installed on a smooth, clean and imporous surface, and shall not be fixed on the laminating surface (e.g., tile and composite coating). If the workpiece is not smooth, flat or sticky, the vacuum pad may move on the workpiece. Note 1: If there is no vacuum pad when using the tool, the above-mentioned warnings may be omitted. ——Adequate vacuum degree shall be ensured before hole drilling. If vacuum degree is inadequate, the vacuum pad may fall down from the workpiece; Note 2: If there is no vacuum pad when using the tool, the above-mentioned warnings may be omitted. ——It is forbidden to use the tool fixed only with vacuum pad to carry out drilling-up operation. Once the vacuum fails, the vacuum pad will fall down from the workpiece; Note 3: If there is no vacuum pad when using the tool, the above-mentioned warnings may be omitted. ——When drilling wall or ceiling, it shall ensure that the personnel and the working area at the other side of the wall or ceiling are safe. The drilling head may penetrate the hole or be drilled out from the other side; ——When drilling with water source, drilling up cannot be done, because the risk of electric shock may be increased when the water enter the tool; Note 4: The above-mentioned warnings are not applicable to the tools incapable of drilling up. ——During drilling up, the liquid collection system specified by the manufacturer shall be used all the time. It's forbidden for the water to enter the tool. When the water enters the tool, the risk of electric shock will increase. Note 5: The above-mentioned warnings are only applicable to the tools capable of drilling up. 8.14.2a) Addition: 101) Information of diamond head matched with the tool; 102) Guidance and information on how to install the tool on the drill stand; 103) Information on how to install diamond head on the tool, if applicable, add information on how to install diamond head auxiliaries. 104) Guidance and information on how to fix the drill stand on all suitable positions; 105) For the tool with vacuum fixing device: ——Guidance and information on how to inspect the fixed surface of drill stand; ——Additional guidance on how to fix the drill stand during directional drilling (except for the case of drilling vertically down) using suitable accessories or mode; ——Minimum vacuum degree required for safety operation and information on control during drilling operation; ——Information on maximum diameter of drilling head used along with vacuum fixing device; 106) For the tool with liquid collection device and available to drilling up: ——Information on minimum and maximum diameters of drilling head used along with liquid collection device; 107) It is recommended to use the residual current protective device with an operating current value less than or equal to 30mA.
