General Requirement of Acceptance, Package, Marking and Certification for Section Steel
1 Scope
This standard specifies general requirements for the terms and definitions, inspection rules, packaging, marking, storage, transportation and certification of section steel (steel billet, steel rod, steel bar, coil rod and other products).
This standard is applicable to hot-rolled, cold-drawn (-rolled), forged and heat-treated section steels.

3 Terms and Definitions
For the purposes of this document, the following terms and definitions apply.
3.1
package
operating activities applying certain technical methods in the process of adopting materials and auxiliary in order to protect products in circulation process, facilitate storage and transportation and promote sales
3.2
label
products of paper or other materials fixed on packages or products, with product name, furnace/batch No., designation, specification, manufacturer, etc.
3.3
tap
a kind of adjustable label that is fixed on a package or product using iron wire, staples, hobnail, etc.
Note: Tags are usually made of paper, rigid plastic, metal and other materials.
3.4
mark
method or content that identifies the characteristics of the steel
Note: Common methods include jet printing, stamping, roll printing, printing, and imprint pasting or label and tag sticking (hanging).
3.5
strapping
flexible materials used to bundle section steels or packages
Note: Common flexible materials include steel strips, coil rods and iron wires.
3.6
hand protector
material placed between section steels or between section steel and strapping so as to protect section steel from being damaged and the strapping from being cut off
Note: Common materials include wood, metal, fiber board and plastic.
3.7
test unit
number of pieces or tonnage of products at one acceptance or rejection based on the test carried out on sample products according to the requirements of product standard or the contact
3.8
sample product
part of products (e.g., a piece of section steel) sampled from test unit during the inspection and test
3.9
sample
sufficient materials cut from the sample products to prepare one or several test piece(s)
Note: In some cases, sample is the sample product.
3.10
rough specimen
samples subject to heat treatment under appropriate conditions after subject to mechanical treatment and processing for preparation of test pieces
3.11
test piece
machined or unmachined rough specimen with acceptable dimensions and meeting the state required by the test
Note: in some cases, the test piece may be the sample or rough specimen.
3.12
product analysis
chemical composition analysis carried out on delivered products
3.13
sequential testing
a group or a series of tests (e.g., impact test); the average and single value obtained through such test are used to judge whether the product meets the requirements of the product standard and/or the contract
4 Inspection Rules
4.1 Inspection and acceptance
4.1.1 The quality of section steel shall be inspected and accepted by the quality supervision department of the supplier.
4.1.2 The delivered section steel shall meet the requirements of corresponding standards, and the purchaser can carry out inspection according to the requirements of corresponding standards.
4.1.3 The purchaser shall inspect such items as the length, weight of this bundle of section steels and its number in this bundle according to the mark of each bundle of section steel prior to unpacking bundle; if there is any quality discrepancy about the above-mentioned contents, this bundle shall not be unpacked.
4.2 Batching rules
The section steel shall be submitted for inspection and acceptance in batches, and the batching rules shall meet the requirements of corresponding product standards.
4.3 Inspection items, sampling quantity, sampling positions and test methods
The inspection items, sampling quantity, sampling positions and test methods of section steel shall meet the requirements of corresponding product standards.
4.4 Chemical composition inspection
If the product standards specify the requirements of chemical composition inspection, the requirements of corresponding product standards shall be met; if not, product analysis inspection shall be adopted.
4.5 Evaluation on impact test result
4.5.1 When there is no requirement specified in the product standard, cut a group of 3 test pieces from the sample product; their average shall meet the requirements of specified value, and the single value of one of the test pieces may be less than the specified value but shall not be less than 70% of specified value.
4.5.2 If the requirements of 4.5.1 are not met; however, the quantity of test pieces with test result less than the specified value does not exceed 2 and that of test piece with test result less than 70% of the specified value does not exceed 1, the manufacturer may retake another group of three test pieces from the same sample product, and the test unit will be judged as acceptable if the test results of the second group of test pieces meet all the following requirements:
a) The average of 6 test pieces is not less than the specified value;
b) The quantity of such test pieces with test result less than the specified value does not exceed 2;
c) The quantity of such test pieces with test result less than 70% of the specified value does not exceed 1.
If the above-mentioned conditions are not met, the test unit will be judged as unacceptable.
4.6 Reinspection and judgment rules
4.6.1 Sequential testing (impact test, etc.)
If the test results are unacceptable according to the evaluation methods of impact test result specified in 4.5, the sample products with unacceptable test results shall be picked out and discarded, then 2 sample products shall be taken from the remaining part of this test unit and a group of three test pieces shall be taken from each of the sample product, and the test results of the two groups of test pieces shall be acceptable; otherwise, this test unit shall be rejected.
4.6.2 Non-sequential testing (tensile test, bend test, etc.)
4.6.2.1 If the unacceptable result are not calculated according to averages, but measured during the test (e.g., tensile test, bend test, etc.), the following methods shall be adopted:
