1 Scope
This document specifies the technical requirements, management requirements, test methods, inspection rules and packaging, transport and storage of solid waste vitrification products.
This document applies to the determination of the glassy state of the product after vitrification of solid waste, and to the environmental safety and quality management of the vitrification product.
This document does not apply to the treatment of radioactive solid wastes.

3 Terminology and definitions
The following terms and definitions are applicable to this document.
3.1
Solid wastesolid waste
Solid, semi-solid and gaseous articles and substances in containers that have lost their original use value or have not lost their use value but have been abandoned or discarded, as well as articles and substances that have been included in the management of solid waste by law. Administrative regulations provide for the management of items and substances that are included in solid waste. Except for those that have been processed in a harmless manner and meet the mandatory national product quality standards and do not endanger public health and ecological safety, or are not considered to be solid waste according to the solid waste identification criteria and identification procedures.
3.2
Vitrification treatment
Solid waste mixed with certain melts and additives, at high temperatures to form a homogeneous molten material, and then cooled to form a product with an amorphous structure of the process.
3.3

The solidification of solid wastes by vitrification, the inorganic molten material being cooled to form a solidified product.
3.4
loss ratio on acid dissolution
The mass of a substance lost after dissolution by an acetic acid/sodium acetate buffer solution as a percentage of its pre-dissolution mass.
4 General requirements
4.1 Suitable vitrification techniques should be selected according to the nature and characteristics of the solid waste to ensure that the solid waste is properly treated.
4.2 According to the characteristics of vitrification technology and solid waste characteristics, the solid waste and auxiliary materials to be treated should be scientifically formulated so that the solid waste can form a glassy substance with high environmental stability after vitrification.
4.3 Vitrification treatment enterprises should establish a sound production management system, the production process is stable, and the products obtained meet the relevant requirements.
4.4 Solid waste vitrified treatment process of harmful substances emitted into the environment should be in line with the relevant national. Local pollutant emission (control) standards or technical specifications requirements.
4.5 The collection, storage, transport, utilisation and disposal of vitrification products shall comply with the relevant environmental management requirements according to their environmental properties.
4.6 When vitrification products are used as alternative materials, their inspection rules and packaging, transportation and storage may refer to the management requirements of the corresponding alternative materials.
5 Technical requirements
5.1 The determination of the glassy substance requirements
5.1.1 Vitreous content
Judgment for the vitreous state of solid waste vitrification products, the mass fraction of the vitreous body should not be less than 85%.
5.1.2 Acid loss rate
Solid waste vitrification products judged to be glassy substances shall have an acid loss rate of not more than 3%.
5.2 Environmental safety quality requirements
5.2.1 Vitrification products shall be tested for harmful substances in the water leachate in accordance with the method specified in 7.3, and the content of the corresponding indicators shall meet the requirements of the limit values for water leaching in Table 1.
5.2.2 Vitrification products shall be tested for harmful substances in the acid leachate in accordance with the method specified in 7.4, and the content of the corresponding indexes shall meet the limit values for acid leaching in Table 1.
5.3 Technical requirements for application
5.3.1 Vitrification products used as highway asphalt pavement aggregate, construction pebbles, gravel, construction sand, non-metallic abrasives for jet cleaning and other building materials as alternative materials, in addition to the requirements of 5.1 and 5.2, should also meet the following standards and the corresponding engineering requirements, and have a stable and reasonable market demand.
a) When used as a substitute material for asphalt pavement aggregate, it shall meet the provisions of JTGF40 etc.
b) When used as a substitute material for construction pebbles and gravel, it should meet the provisions of GB/T14685 etc.
c) When used as a substitute material for sand for construction, it shall meet the provisions of GB/T 14684 etc.
6 Technical requirements for the management of vitrification products
6.1 meet all the requirements of 5.1 vitrification products are judged as glassy substances, not meet all the requirements of 5.1 vitrification products for non-glassy substances. Non-vitrified substances shall be re-glassed or managed according to their environmental management properties.
Vitrification products that meet the requirements of 5.1 but not 5.2 may be re-glassed or identified according to the management requirements of the competent ecological and environmental authorities and managed accordingly according to their environmental management properties.
6.3 Vitrification products that meet the requirements of 5.1, 5.2 and 5.3 are not managed as solid waste according to the provisions of GB34330 and are managed according to the corresponding products.
6.4 Vitrification products that meet the requirements of 5.1 and 5.2 but not 5.3 have high environmental stability, and their use and disposal are regulated by the ecological environment department according to specific conditions.
7 Test methods
7.1 Vitrified content
The vitrification products shall be ground into powder and their vitreous content shall be determined by X-ray diffraction method according to GB/T18046-2017 Appendix C.
7.2 Acid dissolution rate
The detection of acid loss rate is carried out according to the method specified in Appendix A.
7.3 Content of harmful substances in water leaching
The water leaching solution of vitrification products is prepared according to the provisions of HJ557, and the content of harmful substances in the water leaching solution is tested according to the provisions of GB/T14848.
7.4 Acid leaching of harmful substances
The sample of vitrification treatment product is used as the dried test body, and the acid leaching solution is prepared according to the methods specified in GB/T30810-2014 in 6.2 and Chapter 7, and the content of harmful substances is tested according to the provisions of GB/T 30810.
7.5 Application technical indicators
Vitrification products used as alternative materials for the corresponding purposes, the specific indicators according to the corresponding alternative materials testing methods.
8 Inspection rules
8.1 Factory number
Vitrification products as products for resource utilization, the factory should be numbered and sampled before leaving the factory, each number is - . Sampling unit.
In accordance with the different annual production capacity of a single line, according to the following provisions for numbering:
Annual production capacity of more than 100,000 t, not more than 100 t for a number;
Annual production capacity of more than 10,000 t and less than 100,000 t, not more than 600 t for the - - number;
If the annual production capacity is less than 10,000 t, no more than 200 t is a number.
When the bulk transport capacity exceeds the number of tons of the plant factory number, the number is allowed to exceed the number of tons of the plant factory number.
Vitrification raw materials, process changes or production interruptions before and after the production of vitrification products should be numbered separately.
8.2 Factory inspection .
8.2.1 Vitrification products shall be inspected by the enterprise or a third party testing agency in accordance with the requirements of this document, and only those vitrification products that meet the requirements of the inspection items in Chapter 5 shall be shipped.
8.2.2 The factory inspection items of vitrification products shall be all indicators of 5.1 and 5.2, and the testing items specified in 5.3 may be determined in consultation with the user.
8.3 Sampling method
Sampling shall be carried out in accordance with the provisions of HJ/T 20. Sampling should be representative, continuous sampling, but also in more than 20 different parts to take an equal amount of samples
Samples shall be mixed evenly and reduced by the four-part method to a sample larger than the amount required for the test - times.
8.4 Judgement rules
8.4.1 Test results in accordance with the technical requirements of Chapter 5 for qualified products.
8.4.2 If any of the - item does not meet the requirements, the sample shall be doubled again for retesting, and the assessment shall be based on the results of retesting.
8.5 Inspection report
9 Packaging, transport and storage
9.1 Packaging
Vitrification products can be used in bags or in bulk, to be determined by mutual agreement between supply and demand.
9.2 Transport and storage
When the vitrification products are used as alternative materials, their transport and storage shall be in accordance with the requirements of alternative materials for the corresponding purposes.

1 Scope

5 Technical requirements
5.1 The determination of the glassy substance requirements
5.1.1 Vitreous content
Judgment for the vitreous state of solid waste vitrification products, the mass fraction of the vitreous body should not be less than 85%.

5.3 Technical requirements for application

6 Technical requirements for the management of vitrification products

7 Test methods
7.1 Vitrified content

7.2 Acid dissolution rate

7.3 Content of harmful substances in water leaching
The water leaching solution of vitrification products is prepared according to the provisions of HJ557, and the content of harmful substances in the water leaching solution is tested according to the provisions of GB/T14848.
7.4 Acid leaching of harmful substances
