This document is drafted in accordance with the provisions of GB/T 1.1-2020 "Guidelines for Standardization Work Part 1: Structure and Drafting Rules for Standardization Documents".
This document replaces GB/T 4353-2007 "Fuel consumption for the operation of passenger vehicles". Compared with GB/T 4353-2007, the main technical changes, except for structural adjustments and editorial changes, are as follows:
a) The basic operating conditions (see 4.1 of the 2007 edition) have been deleted;
b) The temperature interval has been changed, the temperature correction factor from the previous standard has been moved to the temperature interval and the fuel consumption temperature correction factor, and the factors have been adjusted, with corresponding changes in name and content (see 4.2, 4.2.2 and 5.4.2 of the 2007 edition);
c) The altitude interval has been deleted (see 4.2.3 of the 2007 edition);
d) Added traffic congestion and fuel consumption congestion correction factors (see 4.3);
e) The mode of operation of passenger vehicles has been deleted (see 4.3 of the 2007 edition);
f) Deletion of fuel consumption at the same speed for the complete mass (unladen) and total mass (fully loaded) of a passenger vehicle (see 5.1 of the 2007 edition);
g) The calculation methods for the basic fuel consumption and the full load fuel consumption of passenger vehicles have been changed (see 5.1, 5.2 of the 2007 edition);
h) The correction factor for the operating fuel consumption of passenger vehicles (see 5.4 of the 2007 edition) has been deleted;
i) The classification of passenger vehicles and the corresponding calculation method for the calculation of their operating fuel consumption have been changed and the calculation formula has been adjusted (see 5.3, 5.5 of the 2007 edition);
j) The example of the calculation of fuel consumption for the operation of passenger vehicles has been changed (see Appendix A, Appendix A of the 2007 edition);
k) An example of calculation of fuel consumption for the operation of passenger vehicles with a maximum gross mass not exceeding 3 500 kg has been added (see Appendix B).

1 Scope
This document specifies the classification of operating conditions and correction factors for passenger vehicles, as well as the calculation method for operating fuel consumption.
This document applies to the calculation of the operating fuel consumption of passenger vehicles (excluding public transport vehicles) running on highways and urban roads using petrol or diesel as a single fuel, and is used by road transport enterprises for reference in the management of fuel consumption quotas.

3 Terms and definitions
GB/T 4352, JT/T 711 defined as well as the following terms and definitions apply to this document.
3.1
Fuel consumption for passenger vehicle in operation
The amount of fuel consumed by a passenger vehicle in operation.
Note: The unit is litres (L).
3.2
Basic fuel consumption of passenger vehicle
Fuel consumption per 100 km for a passenger vehicle with a gross mass exceeding 3 500 kg under the combined operating conditions given in JT/T711, and for a passenger vehicle with a gross mass not exceeding 3 500 kg under the combined operating conditions given in GB/T19233, when driving with a complete (unladen) mass.
Note: The unit is litres per 100 kilometres (L/100 km).
4 Classification of passenger vehicles by operating conditions and correction factors
4.1 Road categories and fuel consumption road correction factors
The road class and fuel consumption road correction factors (K,) are as per Table 1.

5 Fuel consumption for the operation of passenger vehicles
5.1 Basic fuel consumption and full load fuel consumption values for passenger vehicles 5.1.1 Basic fuel consumption values for passenger vehicles over 3500 kg are the combined fuel consumption in litres per 100 km (L/100 km) under the test conditions given in JT/T711 for vehicles with no load.
5.1.2 The basic fuel consumption of a passenger vehicle not exceeding 3 500 kg is determined under the test conditions specified in GB/T 19233. 5.1.2 The basic fuel consumption of passenger vehicles up to 3 500 kg is the combined fuel consumption derived from the test cycle conditions specified in GB/T 19233 (or by the light vehicle fuel consumption label) in litres per 100 km (L/100 km). d The full load fuel consumption is considered the same as the basic fuel consumption in litres per 100 km (L/100 km).
5.2 Variation of fuel consumption per unit passenger load for passenger vehicles
5.2.1 Calculation
For passenger vehicles whose basic fuel consumption and full load fuel consumption are given by the vehicle manufacturer, the fuel consumption per unit of passenger load is calculated according to formula (l).
