This standard is developed in accordance with the rules given in GB/T 1.1-2009.
This standard replaces JT 711-2008 Limits and measurement methods of fuel consumption for commercial vehicle for passenger transportation.
In addition to a number of editorial changes, the following main technical changes have been made with respect to JT 711-2008:
——The structure of the full text has been adjusted;
——The expression on the applicable fuel in the "Scope" has been revised by defining the fuel as single fuel (see Clause 1 herein and Clause 1 in 2008 edition);
——The guiding language of "Normative references" has been modified, some standard reference items have been added, and the name of GB 1589 has been modified (see Clause 2 herein and Clause 2 in 2008 edition);
——The terms "unladen" and "laden" and their definitions have been deleted (see 3.1 and 3.2 in 2008 edition);
——The name expression on diesel-fueled commercial vehicle for passenger transportation in "fuel consumption limits" has been revised, the fuel consumption limits of commercial vehicle for passenger transportation at different stages have been adjusted, and the implementation date has been stipulated (see Clause 4 herein and Clause 5 in 2008 edition);
——The content of "vehicle verification" has been adjusted by adding vehicle dimension and mass parameter verification as a new clause and modifying some content of the original standard (see 5.1.1 and 5.1.2 herein and 4.1 in 2008 edition);
——The content of "vehicle tyre pressure, fuel, lubricating oil (grease), brake fluid, brake pressure, engine coolant, etc. shall comply with those specified in GB/T 12534 and by the vehicle manufacturer" has been modified, and the content of "brake pressure and engine coolant" has been added (see 5.2.3 herein and 4.2.3 in 2008 edition);
——The tyre selection principles have been modified (see 5.2.4 herein and 4.2.4 in 2008 edition);
——The requirements for maximum allowable deviation/accuracy level of "engine tachometer" and "weighing instrument" have been added (see 5.2.5 herein and 4.2.5 in 2008 edition);
——The content of the "Test method" has been modified by adding working conditions of acceleration and idling and taking the fuel consumption measurement under constant velocity in the original standard as the constant velocity working condition in this standard (see 5.3 herein and 4.3 in 2008 edition);
——The gear position that shall be selected for automatic transmission vehicles has been modified, and the expression on some contents in the original standard has also been adjusted (see 5.3.1.1 herein and 4.3.1 in 2008 edition);
——A subclause about the test speed requirements for buses of different grades under constant velocity driving have been added, the test speed requirements for limousine cars have been revised, and the test speed requirements for buses of different grades in the original standard have been moved into a new subclause (see 5.3.1.2 herein and 4.3.1 in 2008 edition);
-——The measurement method of unladen fuel consumption has been deleted (see 4.3.2 in 2008 edition);
——The requirement for average vehicle speed on each test has been modified (see 5.3.1.3 herein and 4.3.4 in 2008 edition);
——The requirement for instantaneous speed testing has been added (see 5.3.1.4);
——The test method and related requirements for "acceleration condition" have been added (see 5.3.2);
——The test method and related requirements for "idling condition" have been added (see 5.3.3);
——A sublause about "correction of fuel consumption" has been added, and the temperature correction in the original standard has been moved into "temperature correction coefficient" as a new subclause, and some contents of the original standard have been deleted and modified (see 5.4 herein and 4.4 in 2008 edition);
——The working condition weight coefficients for constant velocity, acceleration and idling have been added (see Table 2 herein and Table 1 of 2008 edition);
——The calculation method of "fuel consumption under constant velocity driving" has been revised, and the calculation method of the combined fuel consumption in the original standard has been modified to that of the fuel consumption under constant velocity driving (see 5.5.1 herein and 4.5 in 2008 edition);
——The calculation method of fuel consumption under acceleration has been added (see 5.5.2);
——The calculation method of fuel consumption under idle has been added (see 5.5.3);
——The calculation method of the combined fuel consumption has been modified (see 5.5.4 herein and 4.5 in 2008 Edition);
——The evaluation indicator and calculation method of "combined fuel consumption per unit passenger turnover" have been added (see 5.5.5);
——Some verification items in Annex A have been added and some deleted (see Table A.1 herein and Table A.1 in 2008 edition).

1 Scope
This standard specifies the limits and measurement methods of fuel consumption for commercial vehicle for passenger transportation.
This standard is applicable to commercial vehicles for passenger transportation with diesel or gasoline as single fuel and with a maximum total mass exceeding 3,500 kg.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in CB/T 3730.1, GB/T 3730.2, CB/T 3730.3 and JT/T 325 and the following apply.
4 Limits of fuel consumption
The limits of fuel consumption for commercial vehicle for passenger transportation is expressed by equivalent fuel consumption index. See Table 1 for the limits of fuel consumption for diesel-fueled commercial vehicle for passenger transportation. The limits of fuel consumption for gasoline-fueled commercial vehicle for passenger transportation is 1.15 times of those for gasoline-fueled commercial vehicle for passenger transportation of the same vehicle length (the value is rounded to one decimal place).
