1 General Provisions
1.0.1 This code is formulated in order to standardize the compilation and management of construction organization plan of building engineering, as well as improve the construction management level of construction engineering.
1.0.2 This code is applicable to the compilation and management for construction organization plan of construction, extension and renovation engineering.
1.0.3 Construction organization plan of building engineering shall be compiled according to the local conditions and engineering characteristics.
1.0.4 Not only the requirements stipulated in this code, but also those in the current relevant ones of the nation shall be complied with for the compilation and management of construction organization plan of building engineering.
2 Terms
2.0.1 Construction organization plan
Construction organization plan is the comprehensive document compiled focusing on the construction projects for instructing construction technology, economy and management.
2.0.2 General construction organization plan
General construction organization plan is the construction organization plan compiled focusing on group projects or especially-large projects composed of several unit projects, as well as playing a role of overall planning and selective control during the construction process of the whole project.
2.0.3 Construction organization plan for unit project
Construction organization plan for unit project is the construction organization plan compiled focusing on unit (subunit) project, as well as playing a role of instruction and restriction during the construction process of the unit (subunit) project.
2.0.4 Construction scheme
Construction scheme is the construction technique and organization scheme compiled focusing on part (item) project or special project for instructing its construction process.
2.0.5 Dynamic management of construction organization plan
Dynamic management of construction organization plan is the timely management activity for the implementation, inspection and modification of construction organization plan during the process of project implementation.
2.0.6 Construction arrangement
Construction arrangement is the overall planning and comprehensive arrangement worked out during the process of project implementation, including primary targets, construction sequence, space organization and construction organization arrangement of project construction.
2.0.7 Project management organization
Project management organization is established by the construction organization for completing the construction projects.
2.0.8 Construction schedule
Construction schedule is the overall planning and arrangement for the construction sequence, beginning and ending time and mutual connection relations of each construction process, in order to realize the schedule goal set for the project.
2.0.9 Construction resources
Construction resources are the production factors such as manpower and materials required for completing the construction projects.
2.0.10 Construction site layout plan
Construction site layout plan is the plan and arrangement for each production, domestic and other ancillary facilities within the scope of construction site.
2.0.11 Schedule management plan
Schedule management plan is the management plan ensuring to achieve the project construction schedule objectives, including measurement and analysis for schedule and it deviation, necessary measures adopted, and change of plan, etc.
2.0.12 Quality management plan
Quality management plan is the management plan ensuring to achieve the project construction quality objectives, including the organizations required for formulation, implementation and evaluation, responsibilities, procedures, measures adopted, and resource allocation, etc.
2.0.13 Safety management plan
Safety management plan is the management plan ensuring to achieve the project construction occupational health safety objectives, including the organizations required for formulation and implementation, responsibilities, procedures, measures adopted, and resource allocation; etc.
2.0.14 Environment management plan
Environment management plan is the management plan ensuring to achieve the project construction environmental objectives, including the organizations required for formulation and implementation, responsibilities, procedures, measures adopted, and resource allocation; etc.
2.0.15 Cost management plan
Cost management plan is the management plan ensuring to achieve the project construction cost objectives, including cost forecast, implementation, analysis, necessary measures adopted, and change of plan, etc.
3 Basic Requirements
3.0.1 Construction organization plan can be divided into general construction organization plan, construction organization plan for unit project and construction scheme according to the compiled objects.
3.0.2 The compilation of construction organization plan must comply with engineering construction procedures and shall be in accordance with the following principles:
1 Meet the requirements related to construction progress, quality, safety, environmental protection and cost specified in the construction contract or bidding documents.
2 Actively develop and apply new technology and new process; promote to apply new materials and new facilities;
3 Adhere to scientific construction procedures and reasonable construction sequence, adopt flow construction and network planning, scientifically collocate resources, reasonably arrange the site, adopt seasonal construction measures, realize balanced construction, as well as reach reasonable economic and technical indexes;
4 Adopt technology and control measures; promote building energy-saving and green construction;
5 Effectively combined with three management systems of quality, environment and occupational health safety.
3.0.3 The following contents shall be the compilation basis of construction organization plan:
1 Laws, regulations and documents related to engineering construction;
2 National current relevant standards, and technical and economic index;
3 Approval documents of competent administrative departments in the region where the construction site is located; the requirements of the construction organization to construction;
4 Engineering construction contract or bidding documents;
5 Engineering design documents;
6 Natural conditions such as site conditions, engineering geology, hydrologic geology and weather within the scope of engineering construction;
7 Resource supply conditions related to the engineering;
8 Production capacity, machines and tools conditions, and technical levels of construction enterprise.
3.0.4 Construction organization plan shall include such basic contents as compilation basis, engineering profile, construction arrangement, construction schedule, construction preparation and resource allocation plan, main construction method, construction site layout plan, as well as main construction management plan.
