1 General Provisions
1.0.1 This standard is prepared to strengthen the construction quality management, unify the construction quality acceptance of building work and guarantee the work quality.
1.0.2 This standard is applicable to the acceptance of building construction quality as unified criteria for laying down acceptance specifications of various construction disciplines.
1.0.3 The acceptance of building construction quality shall not only comply with this standard but the current relevant standards of the nation.
2 Terms
2.0.1 Building work
It refers to the work entity formed through construction of various buildings and their auxiliary facilities, and installation of their supporting systems like cabling, piping and M&E equipment.
2.0.2 Testing
It refers to the activity in which the features and performances of the inspected item are measured, inspected and tested, and the results are compared with the requirements specified in standards so as to determine the acceptance of each performance.
2.0.3 Site testing
It refers to the activity to test the building materials, accessories, equipment and tools on construction site according to the relevant standards and to verify the compliance of their quality, specifications and models.
2.0.4 Evidential testing
It refers to the activity in which samples are, in accordance with the relevant requirements, randomly drawn from construction site by the construction organization in the presence of the supervision or development organizations and then submitted to competent testing organization for testing.
2.0.5 Re-testing
It refers to the activity in which, in accordance with the relevant requirements, samples are drawn from the on-site building materials and equipment, which have passed the appearance quality inspection and quality certificate verification, and submitted to laboratory for testing.
2.0.6 Inspection lot
It refers to the testing body which consists of a quantity of the samples collected for testing by the same production conditions or required methods.
2.0.7 Acceptance
It refers to the activity in which, with the building quality passed the self-inspection of the construction organization, the party responsible for quality acceptance organizes the construction organizations concerned to participate in the sampling inspection on the quality of inspection lot, sub-item, part and unit projects, and their concealed works, to review the technical documents and to verify in written form the compliance of the building quality with design documents and relevant standards.
2.0.8 Dominant item
It refers to the testing items of construction project which has decisive effects on the safety, energy saving, environmental protection and main using functions.
2.0.9 General item
It refers to the testing items other than the dominant items.
2.0.10 Sampling scheme
It refers to the sampling quantity and method determined according to the characteristics of testing items.
2.0.11 Inspection by attributes
It refers to the inspection method in which the overall quality of samples is judged by the quantity of the unqualified individuals in the samples.
2.0.12 Inspection by variables
It refers to the inspection method in which the overall mean, characteristic or estimated value is calculated from the testing data of samples and the overall quality herby is then judged or assessed.
2.0.13 Probability of misjudgment
It refers to the probability, expressed by α, in which the acceptable lot is judged as rejectable lot, i.e. the probability of rejecting acceptable lot.
2.0.14 Probability of omission
It refers to the probability, expressed by β, in which the rejectable lot is judged as acceptable lot, i.e. the probability of accepting rejectable lot.
2.0.15 Quality of appearance
It refers to the external quality and functional states of building reflected by observation and necessary testing.
2.0.16 Repair
It refers to the measure, e.g. renovation, taken on the position of construction quality non-conforming to this standard.
2.0.17 Rework
It refers to the measure, e.g. replacement, re-manufacture and re-construction, taken on the position of construction quality non-conforming to the standard.
3 Basic Requirements
3.0.1 The construction site shall be provided with sound quality management system, appropriate specification for construction, construction quality inspection system, and evaluation & rating system of comprehensive construction quality. The quality management on construction site may be inspected and recorded according to the requirements of Appendix A in this standard.
3.0.2 As for the building works have not undergone supervision, relevant personnel from the construction organization shall perform the supervisory responsibilities involved in this standard.
3.0.3 The construction quality control for building work shall meet the following requirements:
1 The main materials, semifinished products, finished products, members and accessories, tools and equipment used in building work shall be subjected to site testing. The major materials and products related to safety, energy saving, environmental protection and main using functions shall be subjected to re-testing as specified in the building construction codes, acceptance specifications and design documents of various disciplines, and shall be inspected and approved by the supervising engineer;
2 The quality control for all construction procedures shall be conducted according to the technical standard, the construction organization shall do self-inspection after each procedure is finished, and the construction of the next procedure shall be started provided the self-inspection is passed. The procedures correlated between various disciplines shall be subjected to handing-over inspection and a record shall be maintained;
3 As for important procedure to be inspected required by the supervision unit, it shall be inspected and approved by the supervising engineer before entering the next procedure.
3.0.4 Under one of the following conditions, the quantity for sampling reinspection and testing may be properly adjusted according to the acceptance specification of related disciplines and the adjusted scheme of the sampling reinspection and testing shall be prepared by the construction unit and submitted to the supervision unit for review and validation.
1 The unit projects of the same project constructed by the same construction unit using the materials, members and accessories, and equipment of the same type, specification and batch from the same manufacturer;
2 The unit projects of the same project using the finished products, semifinished products, members and accessories processed on site by the same construction unit;
3 The existing inspection outcomes from the same sampling object in the same project are reusable.
3.0.5 When the building acceptance items are not specified in the acceptance specification, the construction unit shall organize the units concerned, e.g. supervision, design and construction, to prepare the acceptance requirements. The construction unit shall organize experts to demonstrate the special acceptance requirements related to safety, energy conservation, environmental protection, etc.
3.0.6 The building construction quality shall be subjected to acceptance according to the following requirements:
1 The quality acceptance shall be carried out on the basis of passing the self-inspection of the construction unit;
2 Each party participating in the construction quality acceptance shall have appropriate qualifications;
3 The quality of inspection lot shall be accepted according to dominant item and general item;
4 The test coupons, specimens and materials related to structure safety, energy saving, environmental protection and main using functions shall be subjected to evidential testing as required during admission or construction;
5 Before the concealment of concealed work, the construction unit shall inform the supervision unit of acceptance, which shall be documented, and the construction may be continued provided acceptance is passed;
6 The part project related to structure safety, energy saving, environmental protection and main using functions shall be subjected to sampling inspection as required before acceptance;
7 The building quality of appearance shall be site-inspected and validated jointly by acceptance personnel.
3.0.7 The qualification of building construction quality acceptance shall meet the following requirements:
1 Meeting the requirements of engineering investigation and design documents;
2 Meeting the requirements of this standard and the acceptance specifications of related disciplines.

3 Basic Requirements
3.0.1 The construction site shall be provided with sound quality management system, appropriate specification for construction, construction quality inspection system, and evaluation & rating system of comprehensive construction quality. The quality management on construction site may be inspected and recorded according to the requirements of Appendix A in this standard.
