1 General Provisions
1.0.1 This standard is applicable to the fabrication, inspection, packaging and transportation of the pressure vessels made of carbon steel, low alloy steel or austenitic stainless steel.
1.0.2 The requirements for fabrication and inspection of the vessel shall not only meet the requirements of this standard, but also meet the requirements of GB 150 and the drawing.
1.0.3 Various liners and composite plate vessels shall not only meet the requirements of this standard, but also meet the corresponding special technical requirements, such as "Technical Specification of Plug Welding Lining Equipment Made of Chromium nickel Austenite Stainless Steel" (JB/ZQ 267) and "Technical Specification of Pressure Vessel Welded with Stainless Compound Steel Plate" (CD 130A3).
1.0.4 Low-temperature pressure vessel made of ferrite steel with the design temperature equal to or lower than - 20℃ shall also meet the requirements of "Technical Specification for Steel Low Temperature Pressure Vessels" (HG 20585).
1.0.5 If it is necessary for the fabrication and construction organizations to propose modification on the design requirements, they shall obtain the written consent of the design organization.

3 Raw Materials Used for Fabrication
3.0.1 The raw materials used for the pressure components of the pressure vessels shall meet the following requirements:
1 Design document requirements;
2 GB 150;
3 HG 20581;
4 Corresponding requirements of this standard.
3.0.2 The manufactory shall conduct inspection and acceptance for the material transported to the manufactory according to those specified in 3.0.1, if necessary, re-inspection may be conducted.
In case the material performance data required in 3.0.1 is incomplete, the manufactory shall conduct re-inspection or supplement, and the materials can only be applied after being regarded as qualified.
3.0.3 If the steel manufacturer has not conducted non-destructive inspection according to the requirements of 3.0.1, the manufactory shall conduct the non-destructive inspection. Unless otherwise specified in the design document, the non-destructive inspection method and the grade assessment of the steel used for pressure components shall be conducted according to those specified in Table 3-1. If there is no special requirement in design, the qualification grade shall be in accordance with those specified in Tables 3-2~3-5.
3.0.4 The surface quality of the steel plates used for pressure components shall meet the following requirements. The steel plate surface quality after the vessel is completed shall also meet such requirements.
1 Such local defects with the depth not exceeding half the negative thickness deviation as scratching, roll mark, pockmark and roughness after scaling off are allowed to be on the steel plate surface.
