For the purposes of this document, the following terms and definitions apply.
3.1 Fuel handling and storage system
System used for handling and storing fuel assembly and related assemblies in a nuclear power plant, including the equipment, tools, systems and structures used for handling, transfer and in-plant storage after stacking and in-reactor handling upon receiving the fresh fuel assembly from nuclear power plant into loaded to spent fuel transport container for delivery. The fuel handling and storage system consists of fresh fuel storage system, fuel handling system, spent fuel storage system, etc.
3.2 Fuel failure
A generic term for phenomena, such as damage on fuel cladding, deformation or rupture of grid spacer, fuel rod and end assembly, or overall envelope dimension of fuel assembly unsuitable for in-reactor handling.
3.3 Fuel storage building
A building used for receiving, inspecting and storing fresh fuel, or storing and handling spent fuel.
