1 Scope
This document specifies the basic requirements, responsibilities of supply chain stakeholder, working principles, preparation elements and changes to the declaration of compliance for food contact materials and articles.
This document is applicable to the preparation of the declaration of compliance for various types of food contact materials and articles and their transmission in the industrial chain. If it is necessary to formulate guidelines for the declaration of compliance for certain types of food contact materials and articles, this document shall be referenced.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1
declaration of compliance for food contact materials and articles
written self-declaration indicating that food contact materials and articles comply with applicable regulations and standards, which provides necessary relevant information to downstream parties to confirm that their products meet the corresponding regulatory requirements and the related legal responsibilities associated with the declaration
3.2
chemical substances
basic composition used in the manufacture of food contact materials and articles
Note: Chemical substances such as monomers, starting materials, additives, solvents, auxiliaries, etc.
3.3
intermediate materials
materials that require further processing, such as remolding, to produce the final product
Note: For example, resin, masterbatch, adhesive, ink, film/sheet in semi-finished state, and a certain layer that has not yet been consolidated in composite material, etc.
3.4
final product
materials and articles that have come or are expected to come into contact with food or food additives
Note: Including packaging materials, containers, tools and equipment that can be directly used for food during food production, processing, packaging, transportation, storage, sale and use.
3.5
supporting documents
documentation related to compliance work performed to demonstrate product compliance
4 Classification
The declaration of compliance for food contact materials and articles may be classified into declaration of compliance for chemical substances, declaration of compliance for intermediate materials and declaration of compliance for final product according to the level of transmission between upstream and downstream of the supply chain.
