Regulation on safety technology for special purpose motor vehicles in special fields
1 General provisions
1.1 Purpose
The Regulation is formulated according to the Special Equipment Safety Law of the People's Republic of China and the Regulations on Safety Supervision of Special Equipment with a view to ensuring the safe use of special purpose motor vehicles in special fields, preventing and reducing accidents, protecting people's life and property safety, and promoting economic and social development.
1.2 Definitions and scope
Special purpose motor vehicles in special fields (hereinafter referred to as "Field Vehicles") refer to those special purpose motor vehicles only used in special fields such as plant field, scenic field and amusement field, including powered industrial vehicles and garden patrol vehicles but excluding road traffic vehicles and agricultural vehicles.
1.2.1 Plant field, scenic field and amusement field
Plant field refers to the field of manufacturing plant engaged in processing and assembling business, port (dock), railway freight yard and logistics park with clear management boundaries.
Scenic field refers to the field with clear management boundaries, which is included in the management of scenic tours, parks, zoos and botanical gardens.
Amusement field refers to the field with clear management boundaries, which is included in the management of amusement parks and theme parks.
1.2.2 Powered industrial vehicle
The powered industrial vehicles in the Regulation refer to forklifts. Forklifts are the self-propelled vehicles operated directly by operator (including remote control) for lifting the load to a certain height through the mast and fork arm, including counterbalanced fork-lift trucks, reach trucks, side-loading trucks, straddle trucks, pallet stacking trucks and lateral-and front-stacking trucks.
Note 1-1: The detachable attachments installed on the fork arm carrier or fork arm are not considered as part of the forklift.
1.2.3 Garden patrol vehicle
Garden patrol vehicles (hereinafter referred to as "sightseeing vehicles") refer to self-propelled non-rail non-catenary passenger vehicles for sightseeing operation services, each with more than 4 wheels, no less than 6 seats (including operator's seat), including sightseeing bus and sightseeing combination bus.
Note 1-2: In the Regulation, the phrases "more than (or greater than)" and "less than" include the present number.
1.3 Application scope
The Regulation is applicable to the design, manufacture, refitting, repair, use and inspection of Field Vehicles.
The Regulation is not applicable to the situation that Field Vehicles are driving on the roads stipulated in the Law of the People's Republic of China on Road Traffic Safety.
2 Design
2.1 Basic requirements
2.1.1 General requirements
(1) The design of the Field Vehicles shall meet the safety requirements, environmental requirements of the place of use (such as temperature, humidity, altitude, gradient, and explosive environment) and the requirements of relevant standards;
(2) The technical condition of the Field Vehicles shall be such as to ensure the normal working conditions of the operator;
(3) The nameplate, safety signs and description of the Field Vehicles shall be prominently displayed on the vehicle;
(4) Forklifts shall have a position for installing license plate, and sightseeing vehicles shall have a position at the front and back for installing license plates, with a size conforming to the provisions of the Special Equipment Service Administration Regulation;
(5) Each carriage of sightseeing bus and sightseeing combination bus shall be provided with a location for storing fire extinguishers, which shall be convenient for the access of fire extinguishers;
(6) All wheels of sightseeing vehicles shall be equipped with service brake devices, which shall be directly operated by the operator;
(7) The sightseeing vehicles shall be of non-enclosed body structure.
2.1.2 Special requirements for technical parameters of sightseeing vehicles
The technical parameters of sightseeing vehicles shall meet the following requirements:
(1) The rated seating capacity (including the operator, the same below) of sightseeing bus shall not be more than 23;
(2) The rated seating capacity (including the operator and safety officer) of sightseeing combination bus shall not be more than 72, and the number of seats in the tractor shall not be more than 2, the total number of carriages shall not be more than 3, and the number of seats per carriage shall not be more than 35;
(3) The wheel track of sightseeing vehicles shall not be less than 1.15m;
(4) The number of wheels of the tractor and per carriage of the sightseeing combination bus shall be more than 4;
(5) The stable roll angle of sightseeing vehicles under no-load condition shall not be less than 35°.
2.2 Design documents
2.2.1 General requirements
(1) The design documents include the drawing list, design drawings, design assignment, design calculation sheets, and instructions for use and maintenance;
(2) The main technical parameters in design drawings, design calculation sheets and instructions for use and maintenance shall be consistent.
2.2.2 Design drawings
The design drawings shall conform to the requirements of relevant standards, meet the needs of manufacture, repair and inspection, and be fully signed.
2.2.3 Design calculation sheets
The Field Vehicles shall be subjected to design calculation, including at least the following contents:
(1) The design calculation or test analysis report for strength and rigidity of main load-carrying structural members;
(2) The selection calculation of components of main working mechanisms, including at least engine (traction motor) and brake;
(3) Overall stability test analysis report or calculation sheet of forklifts, and load diagram or load table indicating rated capacity and actual capacity of forklifts;
(4) Static lateral stability of sightseeing vehicles.
2.2.4 Instructions for use and maintenance
The instructions for use and maintenance shall include at least the following contents:
(1) Main performance parameters, uses, and requirements for service environment;
(2) Schematic diagrams of brake system, electrical system and hydraulic system and their corresponding description;
(3) Instructions and requirements for operation and use;
(4) Instructions and requirements for maintenance;
(5) Instructions for storage and transportation;
(6) The location of the frame No. (including carriages of sightseeing combination bus), the location and description of safety devices and safety signs, and safety precautions.
If a safety monitoring device is installed, the corresponding description shall also be included in the instructions for use and maintenance.
2.3 Main load-carrying structural members
2.3.1 Forklifts
The main load-carrying structural members of forklifts include frame, mast, fork arm carrier, and fork arm, which shall meet the following requirements:
(1) They shall have sufficient strength and rigidity, and do not have permanent deformation or damage during strength test and eccentric load test; there shall be free movement between masts and between fork arm carrier and mast, without blocking phenomenon and abnormal noise;
(2) The solid cross section fork arms shall conform to GB/T 5182 Fork-lift trucks - Fork arms - Technical characteristics and testing.
2.3.2 Sightseeing vehicles
The main load-carrying structural members of sightseeing vehicles include frame and body structure, which shall be made of metallic materials, of which the strength and rigidity shall meet the structural strength test requirements.
2.4 Main parts and components
2.4.1 General requirements
(1) For electric Field Vehicles, the insulation grade of the traction motor shall not be lower than Grade F;
(2) The tyres shall meet the field conditions in which they are used.
2.4.2 Forklifts
The minimum safety factor of the lifting chain of forklifts shall meet the requirements specified in 4.6.1 of GB/T 10827.1-2014 Industrial trucks - Safety requirements and verification - Part 1: Self-propelled industrial trucks, other than driverless trucks, variable-reach trucks and burden-carrier trucks.
2.4.3 Sightseeing vehicles
(1) The windshield shall meet the requirements of GB 9656 Safety technical specification for glazing materials used in power-driven vehicles;
(2) The headlamps shall meet the requirements of GB 28710 Garden patrol minibus - Head lamps;
(3) The seat belts shall meet the requirements of GB/T 28709 Garden patrol minibus - Seat belts and seat belt anchorages.
2.5 Systems and devices
2.5.1 Power system
2.5.1.1 General requirements
(1) The Field Vehicles powered by battery shall be provided with battery retainer. For batteries with nominal DC voltage exceeding 120V, protective measures shall be taken to ensure that the battery box cannot be opened without permission;
(2) For Field Vehicles powered by battery, there shall be a clearance of at least 30mm between the metal components of metal or non-metal cover plate and the exposed live part of the battery. If effective insulation is provided between the cover plate and the live part, the clearance shall be at least 10mm.

1 General provisions
