1 General provisions
1.1 Purpose
This regulation is formulated according to Special equipment safety Law of the People's Republic of China and Regulations on safety supervision of special equipment with a view to ensuring the safe use of special purpose motor vehicles in defined fields, preventing and reducing accidents, protecting people's life and property safety, and promoting economic and social development.
1.2 Definition and application scope
According to the Special equipment catalog, special purpose motor vehicles in defined fields (hereinafter referred to as "field vehicles") refer to special purpose motor vehicles (exclusive of road traffic and agricultural vehicles) that are used only in specific areas such as plant areas, tourist attractions and amusement places, including powered industrial vehicles and garden patrol vehicles.
1.2.1 Powered industrial vehicle
Powered industrial vehicles in this regulation refer to forklifts, Forklifts are the self-propelled vehicles that lift the load to a certain height through the gantry and fork to carry out stacking operation, including counterbalance forklifts, reach forklifts, side-loading forklifts, straddle forklifts, pallet stacking truck sand lateral and front stacking trucks (three sides)
Note 1-1: Forklifts referred to in this regulation does not include detachable accessories.
1.2.2 Garden patrol vehicles
Garden patrol vehicles (hereinafter referred to as sightseeing vehicles) include sightseeing minibuses and sightseeing buses.
The sightseeing minibus refers to a non-closed self-propelled passenger car with 4 or more wheels; it runs without rails or wires, and includes battery sightseeing minibus and internal combustion sightseeing minibus.
Sightseeing bus refers to a non-closed self-propelled passenger car with 8 or more wheels, composed of a tractor and one or more carriages; it runs without rails or wires, and includes battery sightseeing train and internal combustion sightseeing train.
Note 1-2: The battery sightseeing bus referred to in this regulation is driven by a motor with lithium battery pack as its power source.
1.2.3 Application scope
The design, manufacture, remoulding, repair, use and inspection of field vehicles shall meet the provisions of this regulation.
1.3 Special provisions
1.3.1 Road conditions for use and signs
The road on which field vehicles travel shall be flat and hard; if steep slopes, long slopes, sharp turns, narrow roads, deep ditches and other special road conditions exist on the traveling route, protection facilities, warning signs and speed limit prompts shall be set up.
1.3.2 Sightseeing minibuses
The sightseeing minibuses shall meet the following requirements simultaneously:
(1) the maximum running speed shall be less than 30km/h;
(2) the rated number of passengers (including the driver, the same below) shall be greater than or equal to 6, but shall not exceed 23;
