Article 1 This Regulation is formulated to strengthen the supervision and administration of boiler installation and alteration, standardize the license for boiler installation and alteration and ensure boiler installation and alteration quality and the safe operation of boiler according to those specified in "Special Equipment Safety Supervision Regulations" (hereinafter referred to as "Regulations").
Article 2 The enterprises that are engaged in the installation and alteration of boiler within the specified range of "Regulations" and pipeline within the boiler range must obtain the "Installation, Alteration, Repair and Maintenance License of Special Equipment" (hereinafter referred to as license) issued by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as "AQSIQ") and may only be engaged in the boiler installation and alteration within the license range. The boiler-manufacturing enterprises having obtained the boiler-manufacturing license may alter the boilers manufactured by themselves and install the packaged (assembled) delivery boilers manufactured by themselves, and do not need to take other license.
Quality and technical supervision departments in the province, autonomous region or municipality where the boiler installation and alteration enterprises are located shall be responsible for the acceptance, examination and approval for the license of boiler installation and alteration.
Note: Packaged (assembled) delivery boilers refer to those that the pressure parts of the boiler proper have been subjected to assembling and welding in the manufacturer and such operation will thus be not carried out in the installation site.
Article 3 All-level quality and technical supervision departments shall be responsible for supervising the implementation of this Regulation.
Chapter 2 Basic Conditions for License Level and Enterprises
Article 4 License levels of boiler installation and alteration are classified as follows:
Level License range of boiler installation and alteration
1 Unlimited parameter
2 Boilers with the rated outlet pressure less than or equal to 2.5MPa
3 Packaged (assembled) boilers with the rated outlet pressure less than or equal to 1.6MPa; cast-iron boilers installed and assembled on site
Note: The boiler installation and alteration enterprises engaged in relatively simplex working range may apply for the license within single-item range, e.g. limited for installation (or alteration) or cast-iron boiler etc.
Article 5 The boiler installation and alteration enterprises shall be possessed of the basic conditions below:
(1) Obtaining the industrial and commercial business license;
(2) Having fixed office location, data archives, instrument and equipment room and warehouse;
(3) Being possessed of various engineers and technicians and skilled workers who can adapt to the boiler installation and alteration and who are possessed of certain installation and alteration experience, and specific requirements are detailed in Attachment 1;
(4) Being possessed of tooling equipment and detection means adaptive to the boiler installation and alteration to meet the requirements for welding, expanding, lifting, incising, pipe bending, boiler building, pressure testing, heat treating and non-destructive testing, electric meter, specific requirements are detailed in Attachment 2;
(5) Establishing the quality administration system that can ensure the boiler installation and alteration quality and being possessed of safety technical codes, specifications, standards and systems relative to the boiler installation and alteration, specific requirements are detailed in Attachment 3;
(6) Ensuring the quality administration system can operate effectively and relevant safety technical codes, specifications, standards and systems can be implemented effectively;
(7) For the enterprises require to replace the license due to expiration, the installation and alteration quality shall be in good condition, no serious liability accidents on installation and alteration quality shall occur within 4 years, the break-in period to engage in the boiler installation and alteration appropriate to that at the original level shall not exceed 2 years, and they shall not violate the requirements of Article 15 and fail to perform Article 16 in this Regulation during holding the license.
Chapter 3 Licensing Procedures of Boiler Installation and Alteration
Article 6 The quality licensing procedures of boiler installation and alteration enterprises include application, acceptance, appraisal and evaluation and examination and approval for issuing the license.
Article 7 The boiler installation and alteration enterprises conformable to the requirements of this Regulation shall fill in the "Application Form for Licensing of the Installation, Alteration, Repair and Maintenance of Special Equipment" (hereinafter referred to as "Application Form", in quadruplicate) and provide proving data below (each in one copy), apply for the local provincial quality and technical supervision departments in written form:
(1) Industrial and commercial business license (copy);
(2) The enterprise information (including office, data archives, instrument and equipment room, warehouse, workshop, personnel condition and quality administration condition etc.);
(3) Quality administration manual;
(4) Other parenthetical information.
Article 8 Local provincial quality and technical supervision departments, after receiving the application, shall examine and verify the conditions of application enterprises, decide whether to accept the application within 5 working days and issue opinions on acceptance or reject in written form.
Application enterprises having been subjected to acceptance may be engaged in the trial installation and alteration within the acceptance range, valid for one year. Because the installation and alteration of large station boilers is in relatively long construction period, the enterprises applying for the license of Level 1-boiler installation and alteration are permitted to extend the valid period for trial installation and alteration by one year after obtaining the agreement of local provincial quality and technical supervision departments.
Article 9 The enterprises approving the acceptance, during the valid period of trial installation and alteration, shall invite the appraisal and evaluation organizations for the boiler installation and alteration (hereinafter referred to as the appraisal and evaluation organizations) to appraise and evaluate the acceptance approval from the acceptance date; the original acceptance approval will be invalided automatically if the above enterprises do not apply for appraisal and evaluation within the valid period.
The appraisal and evaluation organizations shall examine the basic conditions of installation and alteration enterprises item by item, carry out on-site examination for construction technical data and installation and alteration quality, and inspect the operating condition of quality administration system, boiler installation and alteration quality and data on original record and quality certificate etc. according to the requirements of Chapter 2 in this Regulation.
After the appraisal and evaluation, the appraisal and evaluation organizations shall submit the appraisal and evaluation report to the local provincial quality and technical supervision departments (hereinafter referred to as examining and approving authorities) in charge of the examination and approval within 30 working days.
Article 10 The examining and approving authorities shall examine and verify the appraisal & evaluation report within 30 working days and perform the approval procedure; those meeting conditions shall be issued with licenses of corresponding levels.
Article 11 The license for boiler installation and alteration shall be valid nationwide within 4 years from the signing and issuing date.
Article 12 If the installation and alteration enterprises change the enterprise name, legal representative, main technical principal, registration address or close business, they shall report to the original license issuing authorities to transact altering, filing or canceling procedures.

Chapter 1 General Regulations
Article 1 This Regulation is formulated to strengthen the supervision and administration of boiler installation and alteration, standardize the license for boiler installation and alteration and ensure boiler installation and alteration quality and the safe operation of boiler according to those specified in "Special Equipment Safety Supervision Regulations" (hereinafter referred to as "Regulations").
Article 2 The enterprises that are engaged in the installation and alteration of boiler within the specified range of "Regulations" and pipeline within the boiler range must obtain the "Installation, Alteration, Repair and Maintenance License of Special Equipment" (hereinafter referred to as license) issued by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as "AQSIQ") and may only be engaged in the boiler installation and alteration within the license range. The boiler-manufacturing enterprises having obtained the boiler-manufacturing license may alter the boilers manufactured by themselves and install the packaged (assembled) delivery boilers manufactured by themselves, and do not need to take other license.
Quality and technical supervision departments in the province, autonomous region or municipality where the boiler installation and alteration enterprises are located shall be responsible for the acceptance, examination and approval for the license of boiler installation and alteration.
Note: Packaged (assembled) delivery boilers refer to those that the pressure parts of the boiler proper have been subjected to assembling and welding in the manufacturer and such operation will thus be not carried out in the installation site.
Article 3 All-level quality and technical supervision departments shall be responsible for supervising the implementation of this Regulation.
Chapter 2 Basic Conditions for License Level and Enterprises
Article 4 License levels of boiler installation and alteration are classified as follows:
Level License range of boiler installation and alteration
1 Unlimited parameter
2 Boilers with the rated outlet pressure less than or equal to 2.5MPa
3 Packaged (assembled) boilers with the rated outlet pressure less than or equal to 1.6MPa; cast-iron boilers installed and assembled on site
Note: The boiler installation and alteration enterprises engaged in relatively simplex working range may apply for the license within single-item range, e.g. limited for installation (or alteration) or cast-iron boiler etc.
Article 5 The boiler installation and alteration enterprises shall be possessed of the basic conditions below:
(1) Obtaining the industrial and commercial business license;
(2) Having fixed office location, data archives, instrument and equipment room and warehouse;
(3) Being possessed of various engineers and technicians and skilled workers who can adapt to the boiler installation and alteration and who are possessed of certain installation and alteration experience, and specific requirements are detailed in Attachment 1;
(4) Being possessed of tooling equipment and detection means adaptive to the boiler installation and alteration to meet the requirements for welding, expanding, lifting, incising, pipe bending, boiler building, pressure testing, heat treating and non-destructive testing, electric meter, specific requirements are detailed in Attachment 2;
(5) Establishing the quality administration system that can ensure the boiler installation and alteration quality and being possessed of safety technical codes, specifications, standards and systems relative to the boiler installation and alteration, specific requirements are detailed in Attachment 3;
(6) Ensuring the quality administration system can operate effectively and relevant safety technical codes, specifications, standards and systems can be implemented effectively;
(7) For the enterprises require to replace the license due to expiration, the installation and alteration quality shall be in good condition, no serious liability accidents on installation and alteration quality shall occur within 4 years, the break-in period to engage in the boiler installation and alteration appropriate to that at the original level shall not exceed 2 years, and they shall not violate the requirements of Article 15 and fail to perform Article 16 in this Regulation during holding the license.
Chapter 3 Licensing Procedures of Boiler Installation and Alteration
Article 6 The quality licensing procedures of boiler installation and alteration enterprises include application, acceptance, appraisal and evaluation and examination and approval for issuing the license.
Article 7 The boiler installation and alteration enterprises conformable to the requirements of this Regulation shall fill in the "Application Form for Licensing of the Installation, Alteration, Repair and Maintenance of Special Equipment" (hereinafter referred to as "Application Form", in quadruplicate) and provide proving data below (each in one copy), apply for the local provincial quality and technical supervision departments in written form:
(1) Industrial and commercial business license (copy);
(2) The enterprise information (including office, data archives, instrument and equipment room, warehouse, workshop, personnel condition and quality administration condition etc.);
(3) Quality administration manual;
(4) Other parenthetical information.
Article 8 Local provincial quality and technical supervision departments, after receiving the application, shall examine and verify the conditions of application enterprises, decide whether to accept the application within 5 working days and issue opinions on acceptance or reject in written form.
Application enterprises having been subjected to acceptance may be engaged in the trial installation and alteration within the acceptance range, valid for one year. Because the installation and alteration of large station boilers is in relatively long construction period, the enterprises applying for the license of Level 1-boiler installation and alteration are permitted to extend the valid period for trial installation and alteration by one year after obtaining the agreement of local provincial quality and technical supervision departments.
Article 9 The enterprises approving the acceptance, during the valid period of trial installation and alteration, shall invite the appraisal and evaluation organizations for the boiler installation and alteration (hereinafter referred to as the appraisal and evaluation organizations) to appraise and evaluate the acceptance approval from the acceptance date; the original acceptance approval will be invalided automatically if the above enterprises do not apply for appraisal and evaluation within the valid period.
The appraisal and evaluation organizations shall examine the basic conditions of installation and alteration enterprises item by item, carry out on-site examination for construction technical data and installation and alteration quality, and inspect the operating condition of quality administration system, boiler installation and alteration quality and data on original record and quality certificate etc. according to the requirements of Chapter 2 in this Regulation.
After the appraisal and evaluation, the appraisal and evaluation organizations shall submit the appraisal and evaluation report to the local provincial quality and technical supervision departments (hereinafter referred to as examining and approving authorities) in charge of the examination and approval within 30 working days.
Article 10 The examining and approving authorities shall examine and verify the appraisal & evaluation report within 30 working days and perform the approval procedure; those meeting conditions shall be issued with licenses of corresponding levels.
Article 11 The license for boiler installation and alteration shall be valid nationwide within 4 years from the signing and issuing date.
Article 12 If the installation and alteration enterprises change the enterprise name, legal representative, main technical principal, registration address or close business, they shall report to the original license issuing authorities to transact altering, filing or canceling procedures.
