Afterwards, the drafting team convened the working conference for many times and formed the exposure draft in September 2014. In October 2014, AQSIQ solicited opinions from the grassroots level, the departments, units and experts concerned and the citizens in the form of Document ZHIJIANTEHAN [2014] No.32. Based on the opinions solicited, the drafting team modified the exposure draft and formed the draft for examination. In November 2014, the draft for examination was submitted to the AQSIQ Special Equipment Safety Technical Committee for deliberation. According to the deliberations and the typical accident cases, the drafting team convened thematic conference for many times, modified the draft for examination, and formed the draft for approval in November 2015. Regulation for Type Test of Lifts
1 General Provisions
1.1 Purpose and basis
This regulation is formulated according to the "Special Equipment Safety Law of the People's Republic of China" and "Regulations on Safety Supervision of Special Equipment" with a view to standardizing the type test work of lifts.
1.2 Meaning of type test
The type test of lifts mentioned in this regulation refers to the technical data review, safety performance test and other activities carried out over the product by the inspection organization which is authorized to undertake type test work (hereinafter referred to as "type test organization") on the basis of product comprehensive test verification completed by the manufacturer and according to the requirements of this regulation, for the purposes of determining whether the product meets the safety technical regulations and verifying its safe reliability.
1.3 Application scope
This regulation is applicable to the type test of products listed in "Product Catalogue for Type Test of Lifts" (see Annex A, hereinafter referred to as the "Catalogue").
In one of the following cases, the products listed in the "Catalogue" shall undergo type test:
(1) The product is manufactured for the first time or is manufactured overseas but is put into service domestically for the first time;
(2) The main parameters of product are out of the application scope;
(3) The product configuration specified in the requirements for type test of products is changed;
(4) There are other factors influencing the product safety performance and the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as "AQSIQ") requires carrying out the type test.
2 Procedures and Requirements
2.1 General requirements
2.1.1 Site of type test
2.1.1.1 Complete machine
The complete machine type test of lift (hereinafter referred to as "complete machine test") shall be carried out in the test shaft (test site) of the manufacturer or type test organization.
As for the lifts listed in the "Parameter List of Extraordinary Lifts" (see Annex B) or the lifts which are only used in single projects and with special structure, if it is really necessary to carry out complete machine test on the use spot, the lift manufacturer shall clearly declare to and obtain written consent from the user in advance, file an application to and obtain written confirmation from the type test organization, transact construction notice as required with the "Manufacturing License of Special Equipment" or "Letter of Decision on Acceptance of Special Equipment Administrative Licensing" (the copies shall be stamped with the official seal of applicant), and then is allowed to install one type-test-intended complete machine on the use spot (the complete machines used for type test hereinafter are referred to as "sample machine"). On completion of type test, the manufacturer shall conduct complete inspection over the lift, replace the worn parts and components and carry out debugging again.
The type test of sample machine may be carried out simultaneously with the performance test during the process of lift installation supervision and inspection, with data shared. The installation supervision and inspection report shall be issued after the sample machine passes the type test.
2.1.1.2 Safety guards and main components
The type test of safety guards and main components (hereinafter referred to as "sample") shall be carried out in the type test organization. If it is necessary to test the sample in combination with the complete machine or at the test site of manufacturer, the relevant reasons shall be explained in the type test report.
2.1.2 Site conditions of type test
To carry out type test, the following test conditions shall be met:
(1) During complete machine test, the temperature and humidity at workplace of sample machine, the voltage of power supply system and other environmental conditions shall meet the relevant requirements of product standards; the test site shall be tidy and be free from any articles and facilities influencing the test, and shall also be equipped with caution sign indicating "test in progress on site";
(2) During sample test, the temperature and humidity at sample test site, the voltage of power supply system and other environmental conditions shall meet the relevant requirements of product standards.
2.1.3 Obligations of manufacturer and applicant
Prior to type test, the manufacturer shall carry out comprehensive test verification over the product to confirm that the safe reliability of product meets the requirements of relevant safety technical regulations.
The unit (it is the lift manufacturer if it's a domestic unit and the manufacturer's authorized agency within the territory of China if it's an overseas unit, hereinafter referred to as the "applicant" collectively) applying for type test shall be responsible for the authenticity of the sample machine (sample) used for type test and the relevant data provided.
During complete machine test, the applicant shall assign relevant professional personnel to cooperate in the test work on the test site.
2.1.4 Responsibilities of type test organization
2.1.4.1 Qualifications of organization and personnel
The type test organization shall be approved by AQSIQ, and the type test personnel shall have corresponding type test personnel qualifications for special equipment.
2.1.4.2 Work requirements
(1) The type test organization shall carry out type test within its approved work scope according to the requirements of this regulation; during the process of implementing type test, once finding any abnormal or special circumstances, the type test personnel may increase the test items by making reference to relevant standards, but shall obtain consent from the applicant and shall also obtain approval from the technical director of type test organization;
(2) In the case that the sample machine (sample) used for type test and the relevant data provided involve any commercial or technical secret, the type test organization shall treat such secret in strict confidence according to the requirements of applicant;
(3) As for the test apparatuses and measuring instruments used by the type test organization during type test of lifts, they shall be qualified upon verification or calibration and also be within the period of validity according to the relevant requirements.
2.1.5 Labor protection and safety
During test, the type test personnel and cooperating personnel shall wear protection articles necessary for test operation and shall also abide by the safe operation specifications.
In the case that the test conditions cannot be met or safety and health damages may be caused if the test is continued, the test personnel shall interrupt the test and explain the reasons to the applicant in written form.
2.2 Type test procedures
The type test work procedures of lifts include application, sampling, technical data review, inspection and test, issuing of reports and certificates, and information release.
2.2.1 Application
When filing application to the type test organization, the applicant shall submit the following data:
(1) "Application Form for Type Test of Lifts" (see Annex C for its format);
(2) Operation qualification documents of the manufacturer;
(3) Operation qualification and authorization documents of overseas manufacturer's accredited agency within the territory of China;
(4) Technical data to be provided as specified in the requirements for type test of products.
The applicant shall file the application for application scope of type test certificate within the application scope specified in the requirements for type test of products, and shall also submit the relevant applicable technical data on difference between product and test sample machine (sample).
Upon receipt of application data from the applicant, the type test organization shall confirm the data submitted, and shall also make decision on whether accepting the application within 10 workdays and reply to the applicant in written form at the same time. When the data submitted are inadequate, the applicant shall be informed by one time to supplement and correct them.
2.2.2 Sampling
The samples shall be randomly taken by the type test organization from the products which are qualified upon self-inspection by the applicant, and the specific requirements of sampling are given in Annex D-"Sampling Requirements for Type Test of Lift Safety Guards and Main Components".
2.2.3 Technical data review
The type test organization shall review the technical data submitted by the applicant according to the requirements of Annexes H~AB.
2.2.4 Inspection and test of sample machine (sample)
The type test organization shall carry out inspection and test over the sample machine (sample) according to the requirements of Annexes H~AB.
2.2.5 Issuing of reports and certificates
2.2.5.1 Recording
During the test, the test personnel shall record the test conditions and result of each item in details. For the item with requirement on test data, the actually measured data shall be recorded; for the item without requirement on test data, the on-site test conditions and result shall be simply stated in form of text. If necessary, the test records may be attached with tables or figures.
The items and contents of test records shall be complete and traceable. The format of test records shall be uniformly formulated by the type test organization, and shall be formally issued and used inside the organization.
2.2.5.2 Conclusion judgment
The type test conclusion shall be judged according to the following requirements:
(1) When all the applicable items meet the requirements of this regulation, the sample machine shall be judged as "qualified";
(2) When any type test item of sample machine is unqualified, if corresponding correction is completed within six months and the sample machine meets the requirements of this regulation upon reinspection, the sample machine shall be judged as "qualified"; if the correction is not completed within six months or the sample machine still fails to meet the requirements of this regulation after correction, the sample machine shall be judged as "unqualified";
(3) When any type test item of sample is unqualified, the sample shall be judged as "unqualified"; when there is any unqualified item upon technical data review and the like, it shall be handled according to Item (2) above.
2.2.5.3 Handling of unqualified items
(1) When there is any unqualified item upon type test, the type test personnel shall issue "Opinions on Type Test of Lifts" (hereinafter referred to as "the Opinions on Type Test", see Annex E for its format) to the applicant.
(2) When the sample is concluded as unqualified in the type test and the applicant needs to carry out the type test again, the applicant shall file an application to the original type test organization.
2.2.5.4 Reports and certificates
Upon completion of type test work, the type test organization shall issue the "Type Test Report for Special Equipment (Lifts)" (hereinafter referred to as "the Type Test Report") to the applicant within 15 workdays. If the sample machine (sample) is qualified upon type test, the type test organization shall also issue the "Type Test Certificate for Special Equipments (Lifts)" (hereinafter referred to as "the Type Test Certificate") at the same time. The type test certificate shall indicate the application scope which is determined according to the applicant's application scope application and the review condition of product's applicable technical data.
The contents and formats of type test report and certificate shall meet the requirements of Annexes F and G and the corresponding type test requirements.
2.2.5.5 Handling of objections on results
Upon receipt of the opinions on type test, type test report or type test certificate, the applicant, if having any objection on the test results, shall propose written opinion to the type test organization within 15 workdays, and the type test organization shall make written reply within 15 workdays. If the applicant still has objection on the reply of type test organization, the applicant may lodge a complaint to the type test organization approval department.
2.2.6 Information release
The type test organization shall timely input the relevant type test data into the special equipment information management system according to the special equipment information management requirements within five workdays upon issuance of the type test certificate, and shall also be responsible for the authenticity and accuracy of the uploaded data.
2.3 Consistency check
After the sample machine (sample) passes the initial type test, as for the safety guards and main components manufactured and used by the complete lift manufacturer who has obtained manufacturing license, the type test organization shall conduct consistency check over the manufacturer once every four years; as for the safety guards and main components of other manufacturers, the type test organization shall conduct consistency check over the manufacturer once every two years.
The main contents of consistency check are as follows:
(1) Whether the basic information of product are consistent with those of type test sample;
(2) Whether the main configuration of product is consistent with that of type test sample;
(3) Whether the main safety performance of product is qualified.
The type test organization shall carry out inspection and test over the checked product according to the type test requirements of corresponding product, and the type test certificate of such product which is qualified upon check shall be updated.
When finding any problem in the main safety performance of product upon consistency check, the type test organization shall timely report it to the special equipment safety supervision and administration department at provincial level at the location of manufacturer.
2.4 Changes
When the name or address of the applicant or overseas manufacturer is changed, the applicant shall timely file a change application to the original type test organization with corresponding supporting information, the type test organization shall note the change condition on the "page of change condition" in type test report and shall also withdraw the original type test certificate and issue a new one at the same time.
On completion of changes, the type test organization shall upload the change condition to the special equipment information management system within five workdays.
3 Supplementary Provisions
3.1 Handling of relevant cases
When the applicant voluntarily applies for deregisteration or has any one of the following violations, the type test organization shall timely withdraw the original type test report and certificate and also publish the relevant information on the special equipment information management system.
(1) Providing false information or sample machine (sample);
(2) Counterfeiting or altering the type test report or certificate;
(3) Refusing the consistency check or failing to cooperate in or delaying/hindering the consistency check without justifiable reasons;
(4) Unsatisfactory consistency check;
(5) Falling to complete consistency check within the specified period due to its own reason;
(6) Having other acts in violation of laws and regulations.
3.2 Power of interpretation
AQSIQ is responsible for the explanation of this regulation.
3.3 Implementation date
This regulation shall be implemented from July 1, 2016.

1 General Provisions
1.1 Purpose and basis

1.2 Meaning of type test

2 Procedures and Requirements
2.1 General requirements
2.1.1 Site of type test
2.1.1.1 Complete machine
The complete machine type test of lift (hereinafter referred to as "complete machine test") shall be carried out in the test shaft (test site) of the manufacturer or type test organization.

2.2 Type test procedures

2.2.5.1 Recording
During the test, the test personnel shall record the test conditions and result of each item in details. For the item with requirement on test data, the actually measured data shall be recorded; for the item without requirement on test data, the on-site test conditions and result shall be simply stated in form of text. If necessary, the test records may be attached with tables or figures.
The items and contents of test records shall be complete and traceable. The format of test records shall be uniformly formulated by the type test organization, and shall be formally issued and used inside the organization.
2.2.5.2 Conclusion judgment
The type test conclusion shall be judged according to the following requirements:
(1) When all the applicable items meet the requirements of this regulation, the sample machine shall be judged as "qualified";
(2) When any type test item of sample machine is unqualified, if corresponding correction is completed within six months and the sample machine meets the requirements of this regulation upon reinspection, the sample machine shall be judged as "qualified"; if the correction is not completed within six months or the sample machine still fails to meet the requirements of this regulation after correction, the sample machine shall be judged as "unqualified";
(3) When any type test item of sample is unqualified, the sample shall be judged as "unqualified"; when there is any unqualified item upon technical data review and the like, it shall be handled according to Item (2) above.
2.2.5.3 Handling of unqualified items
(1) When there is any unqualified item upon type test, the type test personnel shall issue "Opinions on Type Test of Lifts" (hereinafter referred to as "the Opinions on Type Test", see Annex E for its format) to the applicant.
(2) When the sample is concluded as unqualified in the type test and the applicant needs to carry out the type test again, the applicant shall file an application to the original type test organization.
2.2.5.4 Reports and certificates
Upon completion of type test work, the type test organization shall issue the "Type Test Report for Special Equipment (Lifts)" (hereinafter referred to as "the Type Test Report") to the applicant within 15 workdays. If the sample machine (sample) is qualified upon type test, the type test organization shall also issue the "Type Test Certificate for Special Equipments (Lifts)" (hereinafter referred to as "the Type Test Certificate") at the same time. The type test certificate shall indicate the application scope which is determined according to the applicant's application scope application and the review condition of product's applicable technical data.
The contents and formats of type test report and certificate shall meet the requirements of Annexes F and G and the corresponding type test requirements.
2.2.5.5 Handling of objections on results
Upon receipt of the opinions on type test, type test report or type test certificate, the applicant, if having any objection on the test results, shall propose written opinion to the type test organization within 15 workdays, and the type test organization shall make written reply within 15 workdays. If the applicant still has objection on the reply of type test organization, the applicant may lodge a complaint to the type test organization approval department.
2.2.6 Information release
The type test organization shall timely input the relevant type test data into the special equipment information management system according to the special equipment information management requirements within five workdays upon issuance of the type test certificate, and shall also be responsible for the authenticity and accuracy of the uploaded data.
2.3 Consistency check
After the sample machine (sample) passes the initial type test, as for the safety guards and main components manufactured and used by the complete lift manufacturer who has obtained manufacturing license, the type test organization shall conduct consistency check over the manufacturer once every four years; as for the safety guards and main components of other manufacturers, the type test organization shall conduct consistency check over the manufacturer once every two years.
The main contents of consistency check are as follows:
(1) Whether the basic information of product are consistent with those of type test sample;
(2) Whether the main configuration of product is consistent with that of type test sample;
(3) Whether the main safety performance of product is qualified.
The type test organization shall carry out inspection and test over the checked product according to the type test requirements of corresponding product, and the type test certificate of such product which is qualified upon check shall be updated.
When finding any problem in the main safety performance of product upon consistency check, the type test organization shall timely report it to the special equipment safety supervision and administration department at provincial level at the location of manufacturer.
2.4 Changes
When the name or address of the applicant or overseas manufacturer is changed, the applicant shall timely file a change application to the original type test organization with corresponding supporting information, the type test organization shall note the change condition on the "page of change condition" in type test report and shall also withdraw the original type test certificate and issue a new one at the same time.
On completion of changes, the type test organization shall upload the change condition to the special equipment information management system within five workdays.
3 Supplementary Provisions
3.1 Handling of relevant cases
When the applicant voluntarily applies for deregisteration or has any one of the following violations, the type test organization shall timely withdraw the original type test report and certificate and also publish the relevant information on the special equipment information management system.
(1) Providing false information or sample machine (sample);
(2) Counterfeiting or altering the type test report or certificate;
(3) Refusing the consistency check or failing to cooperate in or delaying/hindering the consistency check without justifiable reasons;
(4) Unsatisfactory consistency check;
(5) Falling to complete consistency check within the specified period due to its own reason;
(6) Having other acts in violation of laws and regulations.
3.2 Power of interpretation
AQSIQ is responsible for the explanation of this regulation.
3.3 Implementation date
This regulation shall be implemented from July 1, 2016.
