Article 1 This Rule specifies the contents and items of type test for oil and gas burners (hereinafter referred to as burners) to verfy if the safety and technical performance of burners can meet the requirements of "Safety Technical Regulation for Oil and Gas Burners", and meanwhile provides performance basis for technical assessment of burners.
Article 2 This Rule is applicable to burners specified in "Safety Technical Regulation for Oil and Gas Burners", and burners for other purposes may refer to this Rule.
Article 3 The main technical requirements of this Rule are quoted from the following specifications and standards:
(I) Safety Technical Regulation for Oil and Gas Burners (TSG ZB001-2008);
(II) GB 13271-2003 Emission Standard of Air Pollutants for Coal-burning Oil-burning Gas-fired Boiler;
(III) GB/T 2888-1991 Methods for Noise Measurement for Fans Blowers Compressors and Roots Blowers;
Article 4 Type test (hereinafter referred to as test) must possess certain conditions. Specific test conditions, such as fuel, test environment and system, test boiler, arrangement of test point, test apparatus, excess air coefficient, etc., shall conform to the requirements of Attachment A of this Rule.
Article 5 Test for burners includes inspection for compliance with safety technical regulation, safety performance test and operating performance test with the major items are as follows:
(I) Basic safety requirements inspection includes structure and design inspection, safety and control devices inspection, and technical document and identification plate inspection, which shall be realized through visual inspection, technical document examination, etc.;
(II) Safety performance test includes such items as test, testing and measurement of air tightness (for gas burner), safety time (ignition safety time and extinction safety time), pre-purging time and air volume, ignition thermal power, flame stability, voltage change, thermal resistance, parts surface temperature, etc.;
(III) Operating performance test includes the testing of output thermal power scope of burner, combustion products emission under operating state and noise testing, and testing of working curve shall be carried out according to different requirements of boiler or other devices using burner (hereinafter referred to as heating device).
The contents and requirements of this safety requirements inspection, safety performance test and operation test are detailed in Attachment B.
The error between the working curve provided by the burner manufacturing unit and the measured working curve of test shall be ±5%
Article 6 As for the split type burner and the burner with the output thermal power greater than or equal to 4500kW, the test may be carried out on the heating device matched with the burner, but the type, parameter and manufacturing unit of heating device must be described in the test report.
Article 7 Test shall be carried out by the type test organization authorized by General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China. Type test organization shall carry out the test for burner according to this Rule, and shall make records, provide the test report in time, and give conclusion and comments. Conclusion and comments include conformity and nonconformity of test. For the burner regarded as nonconforming in the test, reasons shall be indicated clearly in test report. For the burner regarded as conforming in the test, test certificate of qualification shall be provided and "TS" marking shall be stuck set by set.
See Attachments C and D for the specific format and contents of test report and test certificate of qualification.
Article 8 The General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China shall be responsible for the explanation of this Rule.
Article 9 This Rule shall be implemented from April 30, 2008.
