1 General Provisions
1.1 The Rules is formulated according to the Measures for Administration of Energy Efficiency Labels (Decree No.35 of NDRC and AQSIQ, hereinafter referred to as "the Measures").
1.2 The Rules is applicable to the application, filing and announcement of the energy efficiency labels (hereinafter referred to as "EEL") of motor-driven compressive household refrigerators (including 500L or above ones), wine cooler and built-in refrigerating appliance (hereafter referred to as “refrigerator”).
The Rules is not applicable to refrigerator products exclusively used for transparent door exhibition or other special purposes.
2 Pattern and Specification of Labels
2.1 The label shall be 109mm-long 66mm-wide color label on blue and white background.
2.2 Label name: CHINA ENERGY LABEL (Chinese name: 中国能效标识), including the following contents:
(1) The name (or abbreviation) of the manufacturer;
(2) Product specification and model;
(3) Energy efficiency grade;
(4) Total power consumption (kW·h/24h) (only aiming at refrigerator-freezer);
(5) Standard power consumption (kW·h/24h) (only aiming at wine cooler, chest refrigerator-freezer and refrigerator of other types);
(6) Volume of various compartments (L), e.g., volume of refrigerating compartment, volume of freezing compartment and volume of temperature-changing compartment;
(7) The serial numbers of the mandatory national standards for energy efficiency on which the EEL is based;
(8) Energy efficiency information code;
(9) The information on the “pace-setters” in energy efficiency (only aiming at the products listed in the catalogue of national "pace-setters" in energy efficiency).
2.3 See Annex 1 for the examples of label patterns.
3 Energy Efficiency Testing
3.1 The testing methods for such relevant energy efficiency performance parameters of products as total power consumption, standard power consumption and volume of various compartments shall be in accordance with the current valid version of GB 12021.2.
3.2 See Annex 2 for the format of the Testing Report on Energy Efficiency Label of Household Refrigerators (hereinafter referred to as "the Testing Report").
3.3 The manufacturers or importers may test the products by using the self-owned testing laboratories or authorizing the third-party testers that have obtained accredited qualifications in accordance with the law, and determine the energy efficiency grades of the products in accordance with the mandatory national standards for energy efficiency.
The manufacturers or importers determining the energy efficiency grades by using the self-owned testing laboratories shall ensure that their testing laboratories have the capability of carrying out the testing according to the mandatory national standards for energy efficiency and also shall encourage them to obtain the accreditation from the national accreditation body.
3.4 The manufacturers or importers testing the products by using the self-owned testing laboratories shall provide the laboratory testing capability evidentiary materials (including personnel capability, equipment capability and testing management specifications of the laboratory), and those having obtained accreditation from the national accreditation body also shall provide the copy of corresponding accreditation certificate; the manufacturers or importers testing the products by using the third-party testers shall provide the copy of qualification accreditation certificate of the testers. The authorized body may verify the capability of laboratory having not obtained accreditation from the accreditation body determined by the nation.
4 Determination of Label Information
4.1 Manufacturer refers to the product brand owner or user who is legally responsible for the product quality.
4.2 Product specification and model shall be compiled according to the requirements of the current valid version of GB/T 8059, or also may use the own serial number of enterprise, and shall be consistent with those indicated on the nameplate.
4.3 Energy efficiency grade, total power consumption, standard power consumption and volume of various compartments shall be determined according to the current valid version of GB 12021.2 and the Testing Report. The total power consumption and standard power consumption indicated on the label shall not exceed the value range of corresponding energy efficiency grade.
4.4 The mandatory national standard for energy efficiency on which the EEL is based refers to the current valid version of GB 12021.2.
4.5 The product energy efficiency information code will be directly generated by the label information system when the manufacturers or importers put the products on file.
4.6 The products listed in the catalogue of national "pace-setters" in energy efficiency shall be labelled with the information on the “pace-setters” in energy efficiency.
5 Printing, Application and Display of Labels
5.1 Every piece of refrigerator delivered or imported shall be applied with a label.
5.2 Manufacturers or importers shall print the label by themselves and also shall be responsible for the printing quality.
5.3 Label shall be printed with 80g or above coated paper.
5.4 Label shall be applied at an obvious position on the top front face of refrigerator and shall be described on product package or in the operating instructions. If commodity transaction of products is carried out via network, corresponding label shall be displayed at striking position on the product information presentation homepage.
5.5 Label applied on refrigerator shall meet those specified in Article 2 of the Rules, and its graphic pattern, characters and color shall not be changed. The label specification may be scaled up on the basis of those specified in Article 2.1 of the Rules.
5.6 The label used on product package or in instructions, product information presentation homepage during network transaction and advertisement may be scaled up or down, the paper label may be printed in single color and the characters in label shall be clear and distinguishable.
5.7 As for the products listed in the catalogue of national "pace-setters" in energy efficiency, the products delivered 30 days after issuance of the catalogue shall be provided with the label including the information on the “pace-setters” in energy efficiency.
6 Filing of Labels
6.1 Manufacturers or importers shall put the labels on file one by one according to the product specification and model. As for the products which are different in specifications and models but same in refrigerating system structure, total power consumption, total energy efficiency index, standard power consumption, standard energy efficiency index and volume of various compartments, the Testing Report may not be resubmitted during label filing.
For the refrigerators of single T climatic type or including T climatic type, the testing report on the storage temperatures on the premise of minimum and maximum test ambient temperatures of all contained climatic types shall be provided (according to the requirements of current valid version of GB/T 8059).
6.2 Manufacturers (before delivery) and importers (before import) shall file an application for filing with the authorized body and submit the Filing Sheet for Energy Efficiency Label of Household Refrigerators (see Annex 3) and relevant filing materials specified in the Measures, and also shall fill in the relevant filing information on www.energylabel.gov.cn at the same time.
The filing materials shall be authentic, accurate and complete.6.3 If there is any change in label content or filing information of products, the label shall be put on file again at the authorized body.
6.4 The authorized body shall complete label filing work within 10 workdays upon receipt of complete filing materials.
As for the manufacturers or importers failing to meet the requirements in Article 6.2 of the Rules, the authorized body shall notify them of timely supplementing materials or replacing the used label.
6.5 Manufacturers or importers shall submit the label use condition report of the last year to the authorized body before March 15 every year. This report shall include the following main contents: label filing condition of products of each specification and model; supervision and punishment condition about labels; use condition of labels and other relevant information on labels.
6.6 Materials in foreign language shall be accompanied with Chinese translation version and the Chinese version shall prevail.
7 Announcement of Labels
7.1 The authorized body shall announce the sample of label filed within 5 workdays after completion of label filing. The authorized body shall verify and revoke the relevant filing information of the manufacturers or importers whose product energy efficiency is unacceptable and also make an announcement timely.
7.2 The authorized body shall establish product information database to provide the manufacturers, consumers and supervision departments with product information query service and shall timely verify and announce the verification, supervision and inspection conditions of labels.
7.3 Enterprises, consumers and other relevant parties may lodge a complaint against or report the violations of labels by the following means:

1 General Provisions

3 Energy Efficiency Testing
3.1 The testing methods for such relevant energy efficiency performance parameters of products as total power consumption, standard power consumption and volume of various compartments shall be in accordance with the current valid version of GB 12021.2.

3.4 The manufacturers or importers testing the products by using the self-owned testing laboratories shall provide the laboratory testing capability evidentiary materials (including personnel capability, equipment capability and testing management specifications of the laboratory), and those having obtained accreditation from the national accreditation body also shall provide the copy of corresponding accreditation certificate; the manufacturers or importers testing the products by using the third-party testers shall provide the copy of qualification accreditation certificate of the testers. The authorized body may verify the capability of laboratory having not obtained accreditation from the accreditation body determined by the nation.
4 Determination of Label Information
