1 General Provisions
1.0.1 This code is formulated with a view to strengthening the construction technology management of roads in city and town, standardizing construction requirements, unifying inspection and acceptance standard of construction and quality as well as improving engineering quality.
1.0.2 This code is applicable to the inspection and acceptance of the construction and quality of constructed, renovated or extended roads, squares, parks in city and town.
1.0.3 The quality standard of materials, semi-finished products and or finished products shall be in accordance with the relevant national current standards.
1.0.4 The construction and quality acceptance of road works in city and town shall not only meet the requirements stipulated in this code, but also comply with those in the current relevant ones of the nation.
2 Terms and Codes
2.1 Terms
2.1.1 Cement concrete surface course
A road surface course paved by cement concrete.
2.1.2 Bituminous surface course
A generic term for road surface course paved with bitumen as a binder.
2.1.3 Bituminous mixed surface course
A generic term for surface course paved by extremely-coarse-particle, coarse-particle, medium-particle, fine-particle and sand-particle bituminous mixture mixed by bituminous binder and different mineral aggregates.
2.1.4 Dominant item
Test items which plays a decisive role in the quality, safety, hygiene, environment protection and public interests of road works in city and town.
2.1.5 General item
Test items except dominant items.
2.1.6 Sampling inspection
Inspection, based on a sampling plan, on a certain quantity of samples taken from materials, members and accessories as well as equipment or road works in city and town.
2.2 Codes
A - Petroleum bitumen for road;
AC - Dense-grading bituminous concrete mixture, including coarse mixture and fine mixture;
AL(M) - Medium-curing liquefied petrolatum bitumen;
AL(R) - Rapid-setting liquefied petrolatum bitumen;
AL(S) - Slow-setting liquefied petrolatum bitumen;
AM - Half-open grading bituminous stabilized crushed stone mixture;
ATB - Dense-grading bituminous stabilized crushed stone mixture;
ATPB - Drain-type bituminous stabilized crushed stone mixture paved on the bottom of bitumen layer;
BA - Mixture-type anionic emulsified bitumen;
BC - Mixture-type cationic emulsified bitumen;
EVA - Ethylene-Vinyl-Acetate Copolymer;
OGFC - Coarse-pored open-grading drain type bituminous wearing coat;

3 Basic Requirements
3.0.1 The construction organization shall have corresponding construction qualification for road works in city and town.
3.0.2 The construction organization shall establish sound construction technology, quality and safe production management system as well as formulate and implement construction management systems.
3.0.3 Before construction, the construction organization shall organize relevant construction technology management personnel to carry out deep site investigation, learn about the site condition and make sufficient construction preparation.
3.0.4 Before commencement, the construction organization shall investigate the construction site according to the contract documents, design documents, relevant laws and regulations, standards, codes and specifications as well as information on such structures as underground pipelines within the construction boundary and engineering hydrogeological information; moreover, the construction organization shall prepare construction organization design according to the engineering characteristics and make examination and approval according to its management procedure.
3.0.5 The construction organization shall be carry out according to the approved valid design documents as specified in contract. The construction organization mustn't carry out according to unapproved design change and engineering negotiation.
3.0.6 During construction, the construction measurement shall be rechecked to guarantee accuracy.
3.0.7 During construction, a safe technical disclosure system must be established. In addition, relevant safety technology education and training shall be provided for operation personnel. Before operation, the personnel in charge of construction technology must make detailed safe technical disclosure to the operation personnel.
3.0.8 In winter and rainy season, a special construction plan shall be formulated based on actual engineering conditions and implemented upon approval according to the examination and approval procedure.
3.0.9 During construction, the next subitem engineering mustn't be proceeded before the previous subitem engineering passes the acceptance.
3.0.10 The new pipelines and other structures laid below roads in city and town, subject to synchronous construction with roads, shall coordinate road construction according to the principle of from depth to shallowness. During construction, the existing and constructed overground poles and lines as well as underground pipelines shall be well protected.
3.0.11 The manhole seats within the road scope (including pedestrian path and isolation belt) shall be arranged above the concrete or reinforced concrete rings. The covers should be lockable. The covers and seats of manholes shall match the road traffic grade.
3.0.12 During construction, the construction process and finished product quality shall be controlled according to the requirements of contract documents as well as the current relevant national standards.
3.0.13 The road works shall include unit engineering, subsection engineering, subitem engineering and inspection lot which constitute the inspection and acceptance foundation of engineering construction and quality.
