1 Scope
This standard specifies the content and depth of primary design document of fossil fuel power plants.
This standard is applicable to solid fossil fuel burning for 125MW (or above) unit capacity and primary design of constructed and extended fossil fuel power plant which employs direct firing mode. Unit below 125MW and reconstruction engineering also refers to this standard.

3 General Provisions
3.0.1 The approved or authorized documents for this project and the approved feasibility study report by government's competent department are the main basis for primary design documentation. The various principles in the documents must faithfully be implemented by design organization, which shall also conscientiously carry out national laws, regulations and relevant standards.
3.0.2 In design, basic design data must precisely be mastered. If basic design data changes, new data shall be re-obtained; what's more, design content shall be rechecked and modified.
3.0.3 Electric power design institute is power-plant general design institute, which is responsible for the rationality and entirety of power-plant construction project, the cooperation and coordination between design organizations and organizing developing & summarizing the general specification, general plan and general estimate of the project.
3.0.4 Content and depth of primary design documents shall meet the following basic requirements:
1 To determine the function, control mode, arrangement scheme and major economic/performance indexes of power-plant major process system, all of which is the reference of construction drawing design;
2 To meet the requirements of exclusive examination for primary-design by related governmental department;
3 To meet the procurement requirement of major auxiliary equipments;
4 To meet the requirements of capital investment controlled by the Owner;
5 To meet the requirements of the Owner's construction preparation.
3.0.5 The primary design documents for approval shall consist of specification, drawing and specific report. In specification and drawing, design ideas shall fully be expressed. Significant design principles shall be optimized and compared in many aspects; then specific report and suggested design shall be proposed for the determination in examination and approval. During multi-scheme optimization, design organization should apply such advanced design means as three-dimensional design. Calculation sheet, as the main content in preliminary design work, also required clearly for content and depth in this specification.
3.0.6 Mature new technology, new technology and new mode shall positively be adopted in project. The superiority, economy and feasibility of the applied new technology, new technology and new mode shall be specified in primary design documents.
3.0.7 Primary design estimation shall reflect design content accurately. The depth shall meet the requirements of controlled investment, planning arrangement and capital construction loan.
3.0.8 The expression of preliminary design specification and specific report shall be coherent, complete and brief. Drawing expression shall be clear, complete and it shall meet the drawing specifications in power sector. All documents shall be signed completely and endowed with good printing quality.
3.0.9 All documents of investigation and peripheral items shall be reported together with primary design documents, whose content shall be comprehensive and complete.
3.0.10 The groups and volumes of primary design documents refers to the requirements in Annex A and Annex B.
