GB 14167-2024 Safety-belt anchorages and restraint systems anchorages for occupants of power-driven vehicles 1 Scope This document specifies the technical requirements and descriptions for test methods and same type judgment for safety-belt anchorages and restraint systems anchorages for occupants of power-driven vehicles. This document is applicable to the following vehicles: ——Categories M and N vehicles equipped with safety-belt anchorages for adult occupants of forward-facing, rearward-facing, or side-facing seats; ——Categories M vehicles equipped with ISOFIX anchorages system and top tether anchorages of child restraint systems, other categories of vehicles equipped with ISOFIX anchorages systems; ——Vehicles with i-Size seating position. 2 Normative references The following documents contain requirements which, through reference in this text, constitute provisions of this document. For dated references, only the edition cited applies. For undated references, the latest edition of the referenced document (including any amendments) applies. GB 11551-2014 The protection of the occupants in the event of a frontal collision for motor vehicle GB 11552-2009 The interior fittings of passenger car GB 13057 Strength of seats and their anchorages of passenger vehicles GB 13094-2017 The safety requirements for bus construction GB 14166-2024 Safety-belts and restraint systems for occupants of power-driven vehicles GB 27887 Restraining devices for child occupants of power-driven vehicles GB/T 29120 Procedure for H-point and R-point determination ISO 6487 Road vehicles - Measurement techniques in impact tests - Instrumentation 3 Terms and definitions For the purpose of this document, the terms and definitions given in GB 14166-2024, GB 27887, GB/T 29120 and the following apply. 3.1 belt anchorage components used to install and secure safety-belt assemblies on the body, seats, or other parts of the vehicle 3.2 effective belt anchorage points of each part of the safety-belt relative to the user's angle Note: Tie the strap to this point to achieve the same safety-belt wearing state as the expected design. Whether the effective belt anchorage is the actual belt anchorage mainly depends on the shape of the metal joint of safety-belt connected with the anchorage. For example: ——If there is a guiding piece for the strap on the vehicle structure or the seat structure, the midpoint of the guiding piece on the side of the strap facing the user is taken as the effective belt anchorage; ——If the safety belt leads directly to the retractor through the user without guiding piece, the intersection of the reel and the winding plane passing through the center line of the strap is taken as the effective belt anchorage. 3.3 floor bottom plate connected to the body side of the vehicle Note: Including reinforcing components and longitudinal and transverse beams under the bottom plate. 3.4 thorax load limiter function device on safety belt, seat and vehicle that can limit the restraining force on the chest of the occupants during collision 3.5 ISOFIX international common system that can connect a child restraint system with a vehicle through two lower fixing points on the vehicle, two corresponding rigid connecting devices on the child restraint system and a device for limiting the child restraint system from overturning [Source: GB 27887-2024, 3.4] 3.6 ISOFIX position location where the following child restraint systems are allowed to be installed: a) Integral universal ISOFIX child restraint system (i-Size); b) Integral ISOFIX child restraint system for specific vehicle model; c) Non integral universal child restraint system with backrest (i-Size booster seat); d) Non integral child restraint system for specific vehicle model with backrest (booster seat for specific vehicle model); e) Non integral universal child restraint system without backrest (universal heightening pad); f) Non integral child restraint system for specific vehicle model without backrest (heightening pad for specific vehicle model). 3.7 ISOFIX low anchorage rigid circular rod with a diameter of 6mm horizontally placed extending from the vehicle structure or seat structure Note: It is used in conjunction with ISOFIX child restraint systems equipped with ISOFIX attachment. 3.8 ISOFIX anchorages system composed of two ISOFIX lower anchorages, used in conjunction with anti-overturning devices to secure the ISOFIX child restraint system 3.9 ISOFIX attachment connecting device extending from the structure of ISOFIX child restraint system and used in conjunction with ISOFIX low anchorage of vehicle 3.10 ISOFIX child restraint system child restraint system with ISOFIX 3.11 static force application device; SFAD fixed module for testing ISOFIX anchorages system of vehicle Note: It is used to verify the strength of ISOFIX anchorages system and the ability of vehicle or seat structure to limit overturning under static test (see Figures A.1 and A.2 in Annex A). 4 Technical requirements 4.1 General requirements 4.1.1 The design, manufacturing, and installation of belt anchorages shall meet the following requirements. a) Categories M and N vehicles (excluding Class I or Class A vehicles in Categories M and N) shall be equipped with belt anchorages that comply with this document. b) The anchorages of harness belt (with or without retractors) specified in GB14166-2024 shall comply with this document; however, additional anchorages or anchorages used for installing the crotch strap assembly do not need to meet the requirements for strength and position in this document. c) For all seats that can only be used when the vehicle is stationary, there is no requirement for belt anchorages. If the vehicle is equipped with belt anchorages for this seating position, these anchorages shall comply with this document. The anchorages that are only used to connect safety-belts for occupants with limited mobility and other restraint systems that comply with Annex A of GB13094-2017 do not need to comply with this document. d) For seats that can rotate or change orientation when the vehicle is stationary. The requirements of 4.1.1a) and 4.1.1b) are only applicable to the situation that the seat is in the normal use position when the vehicle is driving. e) Appropriate safety-belts shall be installed. The belt anchorages (especially in terms of strength) of the front outboard seats shall be suitable for installing safety-belts with retractors and guiding piece, except when the vehicle is equipped with other types of safety-belts with retractors. If anchorages are only applicable to some special types of safety-belts, the type of such safety-belts shall be indicated in the test report. f) When the seat belt is worn correctly, there shall be no risk of slipping. g) There should be no danger of damaging the strap when it comes into contact with sharp rigid parts on the vehicle or seat structure. h) For anchorages with changeable position (which is convenient for the occupants to enter the vehicle and can restrain the occupants), the anchorage shall meet the requirements of this document when it is located in the effective restraint position.
