GB 19578-2024 Fuel consumption limits for passenger cars 1 Scope This document specifies the type approval application of passenger cars, the measurement of fuel consumption, the determination and recording of type approval values, the fuel consumption limits, conformity of production, and the judgment on the same type. This document is applicable to vehicles of Category M1 that are capable of running on gasoline or diesel fuels and have a maximum design total mass not exceeding 3,500 kg. This document is not applicable to vehicles that are capable of running exclusively on gas fuels or alcohol-ether fuels. 2 Normative references The following documents contain requirements which, through reference in this text, constitute provisions of this document. For dated references, only the edition cited applies. For undated references, the latest edition of the referenced document (including any amendments) applies. GB/T 19233-2020 Measurement methods of fuel consumption for light-duty vehicles GB/T 19596 Terminology of electric vehicles GB/T 19753-2021 Test methods for energy consumption of light-duty hybrid electric vehicles GB/T 37340 Conversion methods for energy consumption of electric vehicles 3 Terms and definitions For the purposes of this document, the terms and definitions given in GB/T 19596 apply. 4 Type approval application 4.1 For a specific vehicle type or a family of vehicles that meets the requirements of 10.2.1 in GB/T 19233-2020 and 8.1 in GB/T 19753-2021, the type approval application of fuel consumption shall be submitted by the manufacturer or its legal representative. 4.2 The application shall be accompanied by the following related information and detailed documentation (if there are diagrams, they shall be drawn to an appropriate scale to fully illustrate the details): a) The description of engine system characteristics as specified in Annex A; b) The application report for fuel consumption type approval specified in Annexes B to D, without filling in the test values, type approval values, limits, inspection body information, etc. 4.3 A sample vehicle representing the approved vehicle type or family shall be submitted to the inspection body responsible for the type approval test. 5 Measurement of fuel consumption The fuel consumption of gasoline, diesel, bi-fuel, and dual-fuel vehicles shall be measured using the test method specified in GB/T 19233-2020 and the test procedure of the Worldwide Harmonized Light Vehicles Test Cycle (WLTC). The fuel consumption of off-vehicle-chargeable hybrid electric vehicles (OVC-HEV) and non off-vehicle-chargeable hybrid electric vehicles (NOVC-HEV) shall be measured using the test method specified in GB/T 19753-2021 and the test procedure of WLTC.
