This standard replaces GB 19578-2014 Fuel consumption limits for passenger cars. In addition to structural adjustment and editorial changes, the following main technical changes have been made with respect to GB 19578-2014:
a) The evaluation system for fuel consumption limits of vehicle type has been changed from the step classification based on kerb mass to linear classification based on kerb mass (refer to clause 7 of this standard, clause 6 of 2014 edition);
b) The fuel consumption limits of vehicle models are adjusted (refer to 7.1 and 7.2, 6.1 and 6.2 of the 2014 edition);
c) The calculation method of CO2 emission reference value corresponding to the limits has been added (refer to 7.3).

Fuel consumption limits for passenger cars
1 Scope
This standard specifies the fuel consumption limits for passenger cars, application for type certification, determination of fuel consumption, determination and record of type certification value, production conformity, modification and certification extension and implementation date.
This standard is applicable to M1 vehicles which can be fueled with gasoline or diesel fuel and whose maximum mass does not exceed 3,500 kg.
This standard is not applicable to vehicles fueled with only gas fuel or alcohol ether fuel.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 19596 apply.
4 Type certification application
4.1 The type certification application for fuel consumption of a certain type or family of vehicle shall be submitted by the manufacturer or its legal representative.
4.2 The following documents and detailed information shall be attached to the application (if there is a schematic diagram, the details shall be fully explained in an appropriate proportion):
a) Characteristic description of engine system specified in Annex A;
b) The type certification application report for fuel consumption specified in Annex B, except B.8.
4.3 A sample car representing the certified type or family of vehicle shall be submitted to the testing organization responsible for the type certification test.
5 Determination of fuel consumption
For gasoline, diesel, bi-fuel and dual-fuel vehicles, the fuel consumption shall be determined with the Worldwide Harmonized Light Vehicle Test Cycle (WLTC) according to GB/T 19233. The fuel consumption of plug-in and non-plug-in hybrid electric vehicles shall be determined with WLTC according to GB/T 19753.
6 Determination and record of type certification value
6.1 The testing organization responsible for the type certification test shall determine the fuel consumption type certification value (comprehensive fuel consumption) of gasoline, diesel, bi-fuel and dual-fuel vehicles according to GB/T 19233, and determine the energy consumption type certification value (comprehensive fuel consumption and electricity consumption) of plug-in and non-plug-in hybrid electric vehicles according to GB/T 19753.
6.2 The testing organization shall compare the type certification value of comprehensive fuel consumption determined in 6.1 with the corresponding limits in Formulas (1) ~ (6), and record the type certification value and comparison results in the type certification report of fuel consumption specified in Annex B.
