3 Technical Requirements
3.1 Material Requirements
3.1.1 The biodegradability of anionic surfactant used in the product formula of special hand cleaner shall not be less than 90%.
3.1.2 Ingredients used in the product formula of hand cleaner must meet the requirements of Hygienic Standard for Cosmetics.
3.2 Sensory index
3.2.1 Appearance: unstratified uniform product (except the products in which suspended particle components are added) without suspended matters or precipitate or visible mechanical impurities.
3.2.2 Odor: no foreign smell and conform to the specified odor type.
3.2.3 Stability: Place in the refrigerator of -5℃ ± 2℃ for 24h, take out and recover to room temperature for observation: no sedimentation and change of color, and the transparent product is not muddy; place in the insulation case of 40℃ ± 1℃ for 24h, take out and recover to room temperature for observation: no foreign smell, layering and change of color, and the transparent product is not muddy.
Note: Stability refers to that the sample has no obvious changes in appearance before and after the testing.
3.3 Physical, chemical and microbiological indexes
Physical, chemical and microbiological indexes of special hand cleaner shall meet the requirements of Tables 1 and 2.

3.4 The antibacterial and bacteriostatic stability of special hand cleaner products shall meet the product validity period requirements.
3.5 Requirements for quantitative packaging
As for special hand cleaner, the net content of its package of each batch shall meet the requirements of AQSIQ Decree [2005] No.75 "Measures for the Metrological Supervision and Administration of Quantitatively Packed Commodities".
4 Test Methods
4.1 Appearance
Take appropriate sample, place it in a dry and clean transparent test vessel, observe under non-direct light and make judgement according to the index requirements.
4.2 Odor
Sensory inspection.
4.3 Determination of total active matter content
Generally, the total active matter content shall be determined in accordance with GB/T 13173.2-2000, 8.1. If in the product formula, there are surface active agent components that are indissoluble in ethanol, or the client's order contract specifies that the inspection result of total active matter content shall not include water cosolvent and the determination must be carried out by trichloromethane extraction method, the total active matter content shall be determined in accordance with GB/T 9985-2000, Clause A1.
4.4 Determination of pH
It shall be determined in accordance with GB/T 6368. The test shall be carried out at 25℃, the sample solution of 1:10 (mass concentration) is prepared with newly boiled and cooled distilled water, mixed and determined.
4.5 Determination of methanol content
Weight 20.0 g (to the nearest 0.001 g) of anhydrous methanol, and prepare the standard solution for determination in accordance with GB 9985-2000, Annex D.
4.6 Determination of formaldehyde content
It shall be determined in accordance with GB 9985-2000, Annex E.
4.7 Determination of arsenic content (in As)
in accordance with Annex F of GB 9985-2000. If arsenic spot method is used for the determination, 1.0 g of sample and 2 mL of arsenic standard solution shall be used, and the determination shall be carried out according to the specified steps.
4.8 Determination of heavy metal content (in Pb)
It shall be determined in accordance with GB 9985-2000, Annex G. 2.5 g of sample and 2 mL of lead standard solution shall be used for the determination, and the determination shall be carried out according to the specified steps.
