1 Scope
This standard specifies the basic electrical safety requirements for power generation units and operators in electrical workplace.
This standard is applicable to all operating electrical equipment and their related places of power generation enterprises having facilities with voltage grade of 66kV or above and that of power transmission/transformation/distribution enterprises having facilities with voltage grade of 35kV or above as well as that of power consumers having facilities with voltage grade of 220kV or above. It may be used as reference for other power enterprises and power consumers.

3 Terms and Definitions
For the purposes of this document, the following terms and definitions and those given in GB/T 2900.20-1994 and GB/T 2900.50-2008 apply.

electrical generating station
the plant for generating electric energy, which consists of building, energy conversion device and all necessary auxiliary equipment.

3.2
substation (of a power system)
a part of the power system, which is consolidated in a designated place and mainly consists of terminals of transmission or distribution lines, switch and control equipment, building and transformer, generally including necessary facilities for power system security and control (e.g. protection device).
