1 General Provisions
1.0.1 This code was formulated for the purposes of upgrading the design level of the environmental protection engineering of cement plant, implementing the relevant laws, regulations, principles and policies of the State, advancing the prevention and control of industrial pollution, the comprehensive resource utilization and the cleaner production, improving the environmental quality of cement plant and promoting the development of cement industry.
1.0.2 This code is applicable to design of environmental protection engineering of those construction, extension and renovation projects of cement plants and grinding stations.
1.0.3 The design of environmental protection engineering of cement plant shall give priority to prevent, combine prevention and control, perfect the pollution control measures, exercise strict control over pollutant emission amount and also shall realize the standard emission of different kinds of pollutants.
1.0.4 The pollution prevention and control facilities of cement plant must be designed, constructed and put into service with the main works at the same time.
1.0.5 This code specifies the basic requirements for the design of environmental protection engineering of cement plant. In case this code conflicts with the national laws and administrative regulations, the requirements of these national laws and administrative regulations shall be prevail.
1.0.6 In addition to this code, the design of environmental protection of cement plant still shall comply with those specified in the current relevant standards of the State.
2 Terms
2.0.1 Sound screen
The facility set between the sound source and the receiving terminal to weaken the sound wave and reduce the noise impact at receiving terminal.
2.0.2 Background concentration
The background concentration is also known as environmental background concentration, which means the concentration of various pollutants in the environment before the environment is directly polluted by the project.
2.0.3 Pollution coefficient
The ratio of the frequency in a certain wind direction to the average wind speed in this direction.
2.0.4 Sound absorption
Sound absorption refers to the process that the sound energy is reduced or changed into other energy when the sound wave passes through a certain kind of medium or radiates onto a certain dielectric surface.
2.0.5 Sound insulation
Sound insulation refers to the measure taken to consume the energy of sound wave by using endergonic materials when the sound wave propagates in the air so as to make the sound energy be blocked during the propagation route and not pass through directly.
2.0.6 Noise elimination
Noise elimination refers to the process that various silencers are used to weaken or eliminate the sound generated from the sound source.
3 Basic Requirement
3.0.1 The cement plant shall formulate the process design scheme in combination with cleaner production, emission reduction and noise reduction to make the design of environmental protection engineering coordinate with the process design, environmental protection measures and production measures.
3.0.2 The design of environmental protection engineering of cement plant shall meet the requirements of cleaner production, recycling economy, and energy conservation and emission reduction, the pollution control shall adopt reliable and advanced production process and technical equipments in combination with the innovation of production process.
3.0.3 The design of environmental protection engineering of cement plant shall be combined with the comprehensive resource utilization, energy conservation and water conservation, shall positively popularize the utilization of alternative raw materials and fuel, and shall popularize the utilization technologies of such resources as waste heat.
3.0.4 The waste heat utilization scheme of cement plant shall be in accordance with the local conditions. The matching low temperature waste heat power generation project may constructed or the construction land may be reserved according to the conditions of water, heat and electricity resources in the plant building area, or the waste heat of production may be transformed into heat for living or other utilization measures may be taken.
3.0.5 When the cement plant disposes or cooperates to dispose the hazardous wastes, industrial wastes and other wastes, the safe and effective disposal scheme shall be taken. The content of toxic and hazardous substances in products and the concentration of toxic and hazardous substances in emissions shall meet the relevant provisions of corresponding current national standards for the products and pollutant emission.
3.0.6 The environmental protection facilities shall include the following contents:
1 Dedusting facilities;
2 Flue gas and waste gas purification facilities;
3 Chimney (or exhaust funnel);
4 Waste water and sewage treatment facilities;
5 Noise elimination, noise reduction and vibration reduction facilities;
6 Greening facilities.
3.0.7 The cement plant shall build the maintenance workshop for environmental protection facilities, and this maintenance workshop may be built independently or by merging with the mechanical workshop.
3.0.8 The design of environmental protection engineering of new projects shall be synchronous with the design of process scheme, the capacity of the environmental protection facilities and equipments and the other prevention and control measures of pollution shall be adaptable to the requirements of host equipment and also shall be left with appropriate excessive capacity. For the renovation and extension projects, the outdated production process and equipment with serious pollution shall be replaced, and the prevention and control facilities of pollution of the original works shall be reformed and perfected.
3.0.9 The design of environmental protection engineering shall be in accordance with the project environmental impact assessment document and its examination and approval opinion as well as the water and soil conservation scheme and its examination and approval opinion, and also shall determine the prevention and control measures of pollution according to the scale and nature of construction project and the environmental planning and environmental protection requirements of the area where the project is.
3.0.10 The design of environmental protection engineering shall cover the overall process of construction project, all the stages of the construction project shall be provided with the corresponding environmental protection design (or analysis) contents and shall be in accordance with those specified in Table 3.0.10.
