1. Application Scope
This standard specifies emission limit and measuring method for industrial enterprise and fixed equipment factory noise at boundary.
This standard is applicable to the noise emission management, evaluation and control of the industrial enterprise. An administrative organ, social group or public institution and etc. that emit noise also shall be in compliance with this standard.

3. Terms and Definitions
The following terms and definitions are applicable to this standard.
3.1
Industrial enterprises noise
Refers to the noise that impairs the living environment of the neighborhood produced by using fixed equipment, measuring and control at the boundary in the industry producing
3.2
A-weighted sound pressure level
Sound pressure level measured with A-weighted network, expressed by (LA) in dB (A).
3.3
Equivalent continuous A-weighted sound pressure level
It refers to the energy mean of the A-weighted sound pressure level measured in the required measurement period (T), expressed by (LAeq,T; Leq) in dB(A). Otherwise specified particularly, the noise values referred in this Standard are equivalent sound levels.
As specified in the definition above, the equivalent sound level is expressed as:

LA - the instant A-weighted sound pressure level in moment t;
T - the specified measurement period.
3.4
Boundary
Refers to the location or building boundary owned by the owner who has the use rights determined by the legal instrument (such as land use certificate, property ownership certificate, lease agreement, etc.). All kinds of fixed equipment's boundary that produces noises are the actual land boundary.
3.5
Noise-sensitive buildings
Buildings that need be kept quiet and calm, such as hospital, school, institution, research unit and dwelling
3.6
Day- time, night- time
"day-time" refers to a period of time from 6:00 to 22:00; and "night-time" refers to a period of time from 22:00 to 6:00 next day, according to the requirements of "Law of the People's Republic of China on Prevention and Control of Pollution from Environmental Noise". Where there are requirements specified in division of day-time and night-time by the people's governments on the county level and above according to the demands on environment noise pollution prevention and control (in consideration of time deviation, work-rest custom difference and so on), these requirements shall apply.
3.7
Frequent noise
It refers to the noise that occurred frequently whose time of occurrence and the interval has some order and the duration and strength of single-pass is short and higher, such as exhaust noise, cargo handling, etc.
