1.0.1 This Specification is formulated with a view to improve the use functions of civilian structure and ensure the good acoustic environment of indoors.
1.0.2 This Specification is applicable to the design of sound insulation and noise reduction of main rooms for the construction, extension and reconstruction of four kinds of buildings in China like residence, school, hospital and hotel.
Among them, the design principle of residential construction is also applicable to dormitory, while the design standards of the dormitory shall be one level lower than that of the residence.
The standard of school architecture is applicable to general teaching spaces of primary schools, secondary schools and tertiary institutions.
The standard of hospital architecture is applicable to urban polyclinic, while the special hospital and other hospitals may adopt standard of corresponding rooms of the polyclinic.
1.0.3 The design standard level of sound insulation and noise reduction shall be determined according to the requirements of the in-service use of the buildings, including extra level, first level, second level and third level.
Signification of standardized level is as follows:

1.0.4 The basic parameter of the allowable noise level of this Specification shall adopt A (weighting) sound level. Allowable noise level of various buildings shall be the normal value under the conditions of daytime windowing facility, and the noisiness is steady-state noise. The different noisiness (including peak value factor, frequency characteristics, endurance period and fluctuation) shall correct the measured noise value according to the requirements of Annex I of this Specification. The measurement of allowable noise level shall be made when the noise source with severest impact is sounding, and the measuring method shall comply with the requirements of Annex II.
Note: For the building may not be windowing in use, such as air-conditioned hotel guest room, the allowable noise level refers to the noise in case of closing the windows.
1.0.5 The design of sound insulation and noise reduction of civilian structure shall not only comply with the requirements of this Specification, the assessment amount of the relevant sound insulation standard shall also comply with current standard of the nation "Rating Standard of Sound Insulation in Buildings", but shall also comply with current relevant design standards and codes of the nation.
